Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 176621 ILS  yearly.


With Economic Growth set to decline in the Covid-19 crisis and the crisis recovery periods, it is a necessity to prevent greater deterioration of working conditions and worsening of tripartite relations amongst labour market governance institutions. As an immediate response to the crisis, the Ministry of Labour and social partners developed an “Emergency Response plan” that calls for a rapid response through a range of support actions. In support of national response plans, the project will aim to improve tripartite social dialogue mechanisms and foster bi-partite labour relations, while ensuring stronger labour Administration for safe and healthy conditions at the workplace.

Social dialogue will be an enabling tool for raising understanding of tripartite actors and other relevant stakeholders on critical issues, enablers and barriers to support proper institutionalization of an inclusive policy-making and planning process to overcome the devastating impact of the Pandemic on the labour market. The intervention will also focus on enhancing bi-partite labour relations between Workers and Employers organizations and facilitate sectoral collective bargaining agreements that aim at protecting employer-worker relation and sustain payment of wages.

The official will be responsible in supporting the planning and organizing of the project activities and as per the duties outlined in the description below. The official will be based in the ILO OPT in Ramallah.

Reporting lines: Under the general supervision of the Representative of the ILO office in Jerusalem and under the direct technical supervision of the Senior Programme Officer, and in close consultation with ACTRAV and ACT/EMP DWT Specialists, the National Project Officer will perform the following task

Description of Duties

  • Monitor progress of ILO project activities and ensure consistency and completeness by reviewing, verifying and analysing work-plans, designing appropriate Capacity Development interventions, identifying necessary resource people, and collecting data and developing progress and final reports against key set of well-defined indicators.
  • Provide programmatic and administrative support to the project including the drafting of necessary TORs, activity concept notes, and preparation of all administrative and financial documents for the execution of activities while ensuring they are in line with the ILO financial rules and regulations.
  • Prepare briefs, periodical reports and statistical data on status of the project activities.
  • Assemble and edit basic data required for planning and negotiation of project activities, considering different approaches and alternative methods for project Design, management, problem identification and problem resolution.
  • Assist in the programming and control of resources of the project funds, prepare budget estimates and expenditure forecasts by analyzing and monitoring situation of resources as compared to planned activities and making recommendations to management for remedial action.

  • Participate in the organization of conferences, seminars, workshops, training sessions and meetings. Draft in, or translate into, local language(s) news releases, official correspondence, statements and speeches and other public information material
  • Brief ILO specialists, and provide relevant information on project-related matters.
  • Initiate a participatory approach in supporting strong, independent and capable social partners that are able to engage in effective social dialogue and develop more responsive labour policies. Develop detailed implementation plans for the project
  • Support the production of policy papers and gap Analysis with recommendations for remedial action through tripartite consultations such as national and local authorities, employers’ and workers’ organizations, international organization, NGO, private sector actors and media
  • Support the process of institutionalization of social dialogue and bipartite relation while ensuring the promotion of women’s  equal participation and effective representation
  • Develop the concept notes for training topics with rationale and list of beneficiaries targeting various departments at MoL, PGFTU and FPCCIA
  • Perform other duties as may be assigned by the supervisor

Required qualifications


First level University degree in relevant field. An advanced degree in social studies would be a strong advantage.


At least two years of professional experience at the national level in the relevant occupational area.


Excellent command of both Arabic and English..


Knowledge of programme and budget, project administration and evaluation concepts and procedures and of the mandate and structure of labour market institutions in OPT. Knowledge of the office’s financial rules and regulations. Good knowledge of the context and challenges for the project areas of expertise. Strong management and organizational skills. Excellent analytical skills and ability to justify requirements and approaches to problem resolution and good drafting skills. Good ability to interpret project information and to identify and analyse problems with implementation. Ability to communicate effectively both orally and in writing. Ability to clarify information. Demonstrate collaborative and team work experience and ability to work effectively with a multicultural and interdisciplinary team as well as work on his/her own initiative. Ability to work independently, quickly, precisely, and take initiative and responsibility. Ability to work under pressure and to meet the deadline. Proficient in Microsoft Words, Power Point, Excel, web-browsers and database applications. Ability to deal with people with tact and diplomacy.
