Job Overview:
The National Programme Officer (NPO) will play a crucial role in supporting the implementation of activities aimed at countering cybercrime in the Philippines. This position requires close collaboration with the UNODC Regional Counter-Cybercrime Coordinator and the Country Manager for UNODC Philippines. The NPO will provide substantive expertise, coordinate programs, and ensure timely reporting while organizing activities related to cybercrime. The role involves engaging with various stakeholders, including government officials and law enforcement, to facilitate the effective implementation of the program and to address local needs in the context of global priorities.

Duties and Responsibilities:
The incumbent will be responsible for several key functions as the National Programme Officer (Cybercrime) for UNODC activities in the Philippines. These include: 1. Programme Implementation: Supporting the development of activities related to combatting cybercrime, ensuring effective management and logistical support, coordinating with government counterparts, and assisting in the development of a Monitoring and Evaluation framework for Global Programme on Cybercrime projects. 2. Programme Management Support: Assisting in the management and Administration of UNODC assets, preparing work plans, conducting financial and budgetary monitoring, and ensuring compliance with UN rules and regulations. 3. Coordination and Communication: Liaising with UNODC staff, government officials, and law enforcement personnel to facilitate program implementation, maintaining a network of contacts, and developing advocacy and communication plans. 4. Advisory Services and Knowledge-Building: Identifying best practices, analyzing information for strategic intelligence, organizing training and seminars, and contributing to knowledge networks. 5. Other Related Functions: Performing additional duties as advised by the Regional Programme Coordinator, including monitoring cybercrime and digital forensics laboratories.

Required Qualifications:
Candidates must possess an advanced university degree (Doctor or Master’s degree) in fields such as IT, Cybersecurity, Law, International Relations, Criminology, Criminal Justice, Political Science, Security Studies, or Business Administration. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Additionally, candidates should have a minimum of 6 years of progressively responsible experience at the national or international level in criminal justice, cybersecurity, or cybercrime, with hands-on experience in implementing technical assistance projects related to cybercrime. Experience in training and event facilitation, as well as liaising with government officials, is desirable.

Educational Background:
An advanced university degree (Doctor or Master’s degree) in IT, Cybersecurity, Law, International Relations, Criminology, Criminal Justice, Political Science, Security Studies, or Business Administration is required. A first-level university degree in similar fields, combined with two additional years of qualifying experience, may be accepted in lieu of the advanced degree.

Experience:
The position requires a minimum of 6 years of experience for candidates with a Doctor’s degree or 10 years for those with a Master’s degree. This experience should be progressively responsible at the national or international level in areas related to criminal justice, cybersecurity, or cybercrime. Candidates should have hands-on experience in implementing technical assistance projects, including monitoring, reporting, and evaluation, as well as direct experience with project beneficiaries and local government authorities. Previous work experience with the United Nations or similar international organizations is also desirable.

Languages:
Fluency in English and Filipino is required for this position. Knowledge of other Philippine languages or dialects is considered a strong asset, enhancing communication and collaboration with local stakeholders.
