Job Overview:
The National Digital Learning Specialist will be a key player in enhancing digital competencies among Technical and Vocational Education and Training (TVET) teachers in Uzbekistan. This role is part of the 'Skills Development in Rural Areas of Uzbekistan' project, which aims to strengthen the skills of educators in the digital realm. The specialist will work closely with national and international experts to adapt and implement digital competency frameworks tailored to the local context. The position requires a proactive approach to Coordination and hands-on support, ensuring that the initiatives align with local educational priorities and contribute to the overall improvement of vocational education in the country.

Duties and Responsibilities:
The National Digital Learning Specialist will have a range of responsibilities, including:
  • Supporting Needs Assessments: Conduct evaluations of the digital competencies of TVET teachers across Uzbekistan, identifying national needs, challenges, and areas for improvement.
  • Collaborating with Experts: Work continuously with the National Expert team and maintain coordination with the international expert to ensure a cohesive approach to integrating digital competencies within TVET Training Programs.
  • Coordinating Local Adaptation Efforts: Assist in adapting the Digital Competency Framework and related training modules to fit the Uzbekistan context, ensuring alignment with national educational goals and the project framework.
  • Assisting in Capacity-Building Activities: Provide ongoing support in designing and implementing workshops and training sessions on digital competencies, collaborating closely with both the national and international teams to enhance teacher capacity.
  • Facilitating Stakeholder Engagement: Engage with local educational authorities, Centers of Excellence, and other partners to align the project activities with Uzbekistan’s educational priorities and ensure smooth coordination.
  • Delivering Reports: Participate in the creation of reports on national priorities, challenges, and opportunities for enhancing digital competencies for TVET teachers, and contribute to the development of a roadmap for adapting and implementing the Digital Competency Framework in Uzbekistan’s TVET system.
  • Providing Regular Updates: Offer regular updates on collaborative efforts, challenges faced, and insights gained through continuous engagement with the national expert team and international expert.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in Education, ICT, Social Sciences, or related fields. A specialization in TVET, digital learning, or teacher training is highly advantageous. Additionally, candidates should have a minimum of 3-5 years of relevant experience in the education sector, ideally in digital learning, teacher training, or TVET. Demonstrated experience in collaborating closely with national expert teams and Educational Institutions is essential, along with a background in capacity-building activities for educators, particularly focusing on digital competencies within TVET. Excellent organizational and coordination abilities, effective communication skills in Uzbek and Russian (knowledge of English is an asset), and a collaborative mindset for teamwork are also required.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s or equivalent) in relevant fields such as Education, ICT, Social Sciences, or related disciplines. Specialization in areas such as Technical and Vocational Education and Training (TVET), digital learning, or teacher training is considered a significant advantage, as it aligns closely with the objectives of the role.

Experience:
The position requires candidates to have a minimum of 3-5 years of relevant experience in the education sector. This experience should ideally encompass areas such as digital learning, teacher training, or Technical and Vocational Education and Training (TVET). Candidates should have a proven track record of collaborating with national expert teams and educational institutions, as well as experience in capacity-building activities aimed at enhancing educators' digital competencies within the TVET framework.

Languages:
Proficiency in Uzbek and Russian is mandatory for this position, as effective communication in these languages is crucial for engaging with local stakeholders and educational authorities. Knowledge of English is considered an asset, as it may facilitate collaboration with international experts and contribute to the overall effectiveness of the role.

Additional Notes:
