Job Description

  The United Nations in Bangladesh supports the Government of Bangladesh to find innovative solutions to its development challenges through the broad framework of the Sustainable Development Goals (SDGs), aligning activities with the government's various national policies, including but not limited to the country’s five-year plan. From the United Nations system, UNDP takes lead in the organizations work of rule of law, electoral reform, Access to Justice, human rights and human security, public Administration, local governance and capacity development of democratic institutions like the Election Commission, the Judiciary, the National Human Rights Commission, the Bangladesh Police and the Parliament etc. Democratic Governance Portfolio of UNDP Bangladesh takes the lead in advocating for policy reforms to capacity development, from implementing national policies to awareness-raising at the grassroots level.

Bangladesh has made significant progress in promoting competent, effective institutions that respect fundamental human rights and the rule of law, but challenges remain. UNDP-supported initiatives, including a National Human Rights Commission, a Justice Sector reform network, Partnerships for a Tolerant and Inclusive Bangladesh (PTIB), Strengthening Institutional Capacity for SDGs, engaging with Bangladesh Parliament and National Government Assessment Framework (NGAF) continue to improve the quality and scope of government services. UNDP’s ongoing engagement with Bangladesh Parliament will continue to three streams of works, a) capacity development, b) facilitate better access to constituency-based data and improve the data platform regularly, c) full-fledged operationalization of SDG cell. UNDP Bangladesh has started working in the civic education arena with a two-fold approach- Policy Advocacy and awareness-raising activities to promote responsible citizenship. Henceforth, UNDP Bangladesh is designing a project focusing on SDG16++. UNDP Bangladesh is exploring avenues and scope to support the critical Government institutions to implement national development policies and agendas in line with SDGs' framework with a particular focus on SDG 16. At this outset, UNDP Bangladesh is looking for a strategic Advisor to provide overall guidance on the activities mentioned above.


This assignment's main purpose is to provide strategic advice to UNDP’s senior management (SM) on its overall strategy for supporting the Government of Bangladesh to implement its national priorities within the framework of the SDGs. The incumbent consultant is expected to work closely with the Assistant Resident Representative, Democratic Governance Portfolio to provide strategic advice to roll-out the Governance strategy properly of UNDP Bangladesh. Following the UNDP’s Governance strategy as well as the Country Project Document, the consultant is expected to provide advisory support for smooth implementation of the NGAF, parliament, civic education-related programme. Also, extend technical expertise and advice in designing SDG16++ programming

Duties and Responsibilities

Scope of Work:

The position demands strong knowledge and demonstrable experience in Bangladesh’s development policies and priorities and specialist knowledge on governance issues. In close consultation with the associated team members, the consultant will provide strategic advice to senior management. Specifically, s/he will focus on the following broad areas: a) National Governance Assessment Framework (NGAF): S/he will provide advisory supports by:
  • finalizing activity plan of 2021;
  • supporting the project team and Working Group (WG) to implement the NGAF;
  • providing technical expertise to the NGAF WG in shaping the report of the NGAF;
  • providing peer review support to finalise NGAF combined report
  • designing and strategizing activities with high-level government counterparts;
  • ensuring broad-based ownership and political support on NGAF;
  • developing   knowledge products of NGAF
  • designing a grants programme focusing on core themes of democratic governance and explore potential partners.
b) Advisory and Technical Support for the Parliament Component

  • finalizing activity plan in 2021 for Bangladesh Parliament;
  • strengthening UNDP’s relationship with Bangladesh Parliament;
  • operationalizing SDG cell in the parliament secretariat
  • improving  My Constituency data platform and to finalize a data management framework;
  • implimentaing thematic leadership training and workshop for the parliamentarians and secretariat staffs;
  • setting strategy and implementation plan of an exchange programme designed for the Members of the Parliament (MPs) and Secretariat Officials;
  • developing a resource mobilization strategy;
  • implementing planned activities for the parliament in 2021.
c) Advisory support to the civic education programme and UNDP’s youth-led and youth-related programme

  • streamlining the relationship of UNDP with the relevant government counterparts for civic education programming;
  • setting priority intervention areas for UNDP Bangladesh in the field of civic education
  • exploring new areas and partners for civic education campaign;
  • building partnership with youth organizations and find out the best ways of engaging young people to promote civic education;
  • preparing knowledge products.
d) Advisory support to conceptualize and finalize SDG16++ next-generation project  

e) Strategic guidance for designing and executing ‘InGovernance Week’’

In addition to these, provide advisory support to the senior management on the need of the UNDP Country Office.


  1. Summary of advisory support note of the NGAF, parliament, and civic education components;
  2. Summary of advisory note on the designing and implementation of the Governance Week Summit; Summary on advisory support on the SDG16++ next-generation project;
  3. Submission of advisory note of the progress of implementation of NGAF, Parliament and civic education component;
  4. Summary of advisory support note regarding engagement and resource mobilization strategy of NGAF, Parliament, and civic education in 2022.
Duration of Assignment and Duty Station:

The assignment will take 70 working days from February 2021 till 31 December 2021.

This assignment will be mainly Dhaka based. Any such field mission will be arranged by UNDP country office and based on prior discussion and planning.

Supervision, Reporting and Performance Evaluation:

Under the broad guidance of the Resident Representative of UNDP Bangladesh, the Strategic Advisor will work directly under the Assistant Representative of Democratic Governance Portfolio of UNDP Bangladesh.

Language Requirement:

  • Maturity and confidence in dealing with the MPs, senior and high-ranking members of national and international institutions, government and non-government.
Job Knowledge & Expertise

Required Skills and Experience


Minimum Masters or equivalent in Government and Politics, Law, Social Science, International Development, Public Administration.


  • Minimum 15 years of progressive professional experience on governance issues;
  • Proven knowledge and skills on qualitative and quantitative research applicable in the context of development interventions and specifically in governance;
  • Prior experience of development planning and policy guidance matters at the national level;
  • Proven experience of working with UNDP/UN agencies
Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in monthly/ quarterly basis or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals. TA and DSA will be applicable as per UN rules and regulation.

2nd week of April 2021 25% #2: Summary of advisory note on the designing and implementation of the Governance Week Summit; Summary on advisory support on the SDG16++ next-generation project.

2nd week of June 2021 20% #3: Submission of advisory notes on the progress of implementing NGAF, Parliament, and civic education component.

1st week of September 2021 30% #4: Summary of strategic guidance note regarding the engagement and resource mobilization strategy of NGAF, Parliament, and civic education in 2022.

End of December’21 25% Evaluation:

The individual contractor will be evaluated based on the following methodology: Cumulative analysis: The candidates will be evaluated through Cumulative Analysis method. The award of the contract will be made to the individual contractor whose offer has been evaluated and determined as:
  1. Responsive/compliant/acceptable, and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Only individual contractors obtaining a minimum of 49 points in the technical evaluation would be considered for Financial Evaluation.

Total 100 Financial Evaluation (Total 30 marks)

All technically qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal.
