Job Overview:
The National Consultant for Digital Transformation in Education will play a crucial role in supporting the Ministry of Education, Youth and Sport (MoEYS) in Cambodia as part of the STEPCam Phase II initiative. This position is designed to enhance the quality of education through the implementation of digital strategies aimed at improving student learning outcomes. The consultant will act as the focal point for Component 4 of the STEPCam programme, which focuses on digital transformation in education. The consultant will be responsible for managing, planning, budgeting, implementing, and monitoring activities related to digital strategies for education delivery. This includes collaborating with various MoEYS departments and education institutions to ensure the successful execution of annual work plans, overseeing the implementation of activities, and providing Technical Support for the establishment of the EdTech Innovation Hub. The consultant will also support the expansion of the Continuous Professional Development (CPD) system and engage with education policy discussions to ensure effective integration of technology in education.

Duties and Responsibilities:
The consultant's duties and responsibilities include:
  • Acting as the focal point for Component 4 of the STEPCam programme, leading technical support to MoEYS departments in managing digital transformation initiatives.
  • Collaborating with relevant MoEYS technical departments and education institutions to implement annual work plans for digital strategies.
  • Monitoring and overseeing the implementation of Component 4’s activities, ensuring alignment with approved work plans and budgets.
  • Supporting the Coordination and quality assurance of the rapid assessment of teacher ICT competencies and the development of Cambodia’s ICT Competency Framework for Teachers.
  • Providing technical support for the establishment and operationalisation of the EdTech Innovation Hub, including recruitment and Capacity Building of teams.
  • Assisting in the planning and management of the national rollout of the CPD system under Component 2, including the development of blended CPD offerings.
  • Engaging with senior government officials and participating in education policy discussions and sector coordination mechanisms.
  • Carrying out any other tasks assigned by the STEPCam Programme Manager to facilitate programme implementation.

Required Qualifications:
The required qualifications for this position include:
  • An advanced university degree (Master’s or equivalent) in education, pedagogy, Information Technology, education technology, or other relevant fields.
  • At least 5 years of professional experience in the field of education, teacher education, education technology, or related areas.
  • Demonstrated experience in planning, managing, implementing, and monitoring education programmes in Cambodia.
  • Proven capacity to build and maintain effective partnerships both within and outside the organization.
  • Strong conceptual and analytical skills, with the ability to provide technical support on education-related topics, including ICT in education and SDG4-Education 203
  • Experience engaging with senior government officials and stakeholders in the education sector.

Educational Background:
Candidates must possess an advanced university degree (Master’s or equivalent) in relevant fields such as education, pedagogy, information technology, or education technology. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively contribute to the digital transformation initiatives in education.

Experience:
The position requires at least 5 years of professional experience in the education sector, specifically in areas related to teacher education, education technology, or similar fields. Candidates with 7-10 years of experience are preferred, particularly those who have worked in Cambodia and have a solid understanding of the local education context and challenges. Experience with UN organizations and knowledge of their regulations and guidelines will be considered an asset.

Languages:
Proficiency in both written and spoken English and Khmer is mandatory for this position. Excellent communication skills in these languages are essential for effective collaboration with MoEYS departments, education institutions, and other stakeholders. Knowledge of additional languages may be considered a plus but is not required.

Additional Notes:
The contract duration for this position is 11 months, tentatively from December 2024 to November 2025, with the possibility of extension based on satisfactory performance and funding availability. The consultant is expected to work full-time and will be based at the UNESCO Phnom Penh Office. The role may require travel for missions, which will be organized in consultation with MoEYS technical departments and UNESCO. Monthly progress reports must be submitted to supervisors to track the tasks undertaken and accomplishments in line with the responsibilities outlined.
