The organization also directly supports programs in Kosovo, North Macedonia, Serbia, Tajikistan, and Türkiye. UN Women ECA RO has been implementing the Women Count program since 2018, which focuses on improving the availability and quality of gender statistics and data to support gender equality initiatives.

Job Overview:
The National Consultant will play a crucial role in supporting the Armenian National Statistical Committee (ARMSTAT) in analyzing the microdata from the Time Use Survey. This position requires expertise in quantitative Data Analysis, particularly with household and individual surveys. The consultant will collaborate closely with ARMSTAT and UN Women to ensure the effective analysis of data and the development of a comprehensive final report. The consultant's work will contribute significantly to understanding women's unpaid domestic and caregiving responsibilities, which is vital for informing policy and promoting gender equality. The consultant will be responsible for leading the data analysis process, developing the report outline, and ensuring that the findings are communicated effectively to stakeholders.

Duties and Responsibilities:
The National Consultant will have a range of responsibilities, including:
  • Supporting ARMSTAT in data editing, validation, and compilation of key indicators from the Time Use Survey.
  • Conducting thorough data analysis and developing the final survey report, including creating a tabulation plan for analysis and publication.
  • Preparing metadata and dictionaries for key indicators to ensure clarity and accessibility of the data.
  • Developing the final survey report that encapsulates the findings of the analysis.
  • Assisting in the creation of a dissemination and communication package for the launch of the ATUS data, ensuring that the findings reach relevant stakeholders effectively. The consultant will work closely with both ARMSTAT and UN Women to ensure that the analysis meets the required standards and timelines.

Required Qualifications:
The position requires several qualifications, including:
  • An advanced (Masters) degree in statistics, economics, Data Science, applied mathematics, or a related field.
  • At least 7 years of relevant experience in quantitative research and data analysis, particularly in gender equality issues.
  • A proven track record of producing high-quality research and statistical publications.
  • Excellent writing and analytical skills, with the ability to communicate complex data effectively.
  • Proficiency in statistical software such as R, Stata, or SPSS. Previous experience in official statistics is considered a strong asset.

Educational Background:
Candidates must possess an advanced (Masters) degree in a relevant field such as statistics, economics, data science, or applied mathematics. This educational background is essential for understanding the complexities of data analysis and ensuring the quality of the research outputs.

Experience:
The consultant is expected to have a minimum of 7 years of relevant experience in quantitative research and data analysis. This experience should include work on gender equality issues and a demonstrated ability to produce high-quality research outputs. Familiarity with statistical methodologies and tools is crucial for the successful execution of the role.

Languages:
Fluency in English is desirable for this position, as effective communication of findings and collaboration with international teams is essential. Knowledge of additional languages may be beneficial but is not mandatory.

Additional Notes:
This consultancy is home-based, allowing for flexibility in work arrangements. The consultant will be expected to manage their time effectively to meet deadlines for deliverables, which include a report on data validation, a detailed final report, and various communication materials. The payment schedule is structured around the completion of specific deliverables, with 40% of the payment due upon completion of the initial report and 60% upon submission of the final report.
