Job Description

  The 6.3 magnitude earthquake that hit Albania on 26 November 2019, has left 51 people dead and injured at least 913 others. Eleven municipalities situated in three prefectures (Tirana, Durrës and Lezha), have suffered to varying degrees from the earthquake with 202,291 people affected directly or indirectly. As indicated by the Post Disaster Need Assessment (PDNA), the education sector is one of the most affected by the November 26, 2019 earthquake. Damages were reported to 321 Educational Institutions (all types including dormitories) in the 11 affected municipalities, representing 24% of all educational establishments. In this context, the European Union pledged EUR 65 million allocated for the repair/reconstruction of the education sector in eleven affected municipalities, as part of the donor’s conference organised in Brussels on February 17, 2020. The Action, funded by European Union, is implemented by UNDP in collaboration with the Albanian Government.

The specific objectives are: (i) To support repairing and rebuilding, including the basic furnishing and equipping of education facilities in municipalities affected by the earthquake according to the EU standards, (ii) To provide increased transparency, accountability and inclusiveness to the recovery process and (iii) To improve capacities of central and local governments in accelerating the recovery processes according to the highest international standards. The Action aims to deliver rapid assistance to help restore indicatively 58 education facilities in order to ensure students loose minimum school and learning days, and to enable the gradual normalization of life of affected population in those municipalities, with education the foremost priority. It will target more than 60 educational facilities, including creches, pre-schools, primary education, secondary schools – including VET schools and respective dormitories in municipalities affected by the earthquake, such as:  (i) Lezha, (ii) Tirana, (iii) Rrogozhina, (iv) Mirdita (v) Vora, (vi) Shijak, (vii) Durresi, (viii) Kruja, (ix) Kurbini, (x) Kamza and (xi) Kavaja. In that context, a consultant/electrical Engineer will be hired to support the team. The programme is based in tow main principles: (i) Build back better and (ii) Build back together.

Duties and Responsibilities

EU4Schools programme funded by the European Union will engage a national consultant to support the team, experts and Design companies for the process of repairing and reconstruction of new educational facilities providing Energy Efficiency recommendations in the following areas:
  • Energy Efficiency
    • Quality of the building envelop
      • Approach to reduce thermal bridges
      • Compactness
    • Solar orientation
      • natural lighting and
      • winter passive solar heat gains
    • Prevention of excess heat gain in summer
      • Shading
      • Natural ventilation
    • Innovative approaches
  • Architectural Quality
    • Conceptual approach of the building
    • Positioning in the neighborhood and on the property
    • Landscaping solution
    • Architectural quality of the interior
  • Functional Solution
    • Efficient layout of apartments and common areas
    • Compactness of mechanical solutions
    • Efficiency of structural solution
  • Economic Criteria
    • Cost efficiency of the overall solution
    • Efficiency of construction
    • Operation and maintenance costs over the building life-cycle.
Deliverables and timeline

Under this assignment following deliverables are expected:
  • Propose and justify a definition and criteria of a “a highly energy efficient social building” to be repaired/reconstructed as a part of the EU4Schools program including (i) minimum; (ii) most feasible; and (iii) innovative expected level of energy performance, associated costs, use of domestic/locally available materials, etc.);
  • Advise contractor in the design works.
  • Provide for the background Analysis to introduce the technical specifications of energy efficient public buildings as part of the governmental program to introduce the green procurement of public goods.

  • Assist the evaluation unit, to evaluate the proposals received, based on the criteria established in the terms of reference, which should include, among others: the feasibility, technical quality, level of innovativeness and cost-efficiency of the concept ideas;

Required Skills and Experience

Education:

  • Advanced university degree in energy engineering or related field.
Experience:

  • A minimum of seven years of working experience in the area related to the assignment.
  • Demonstrated analytical and communication skills and competence in handling relations with the key project partners.
  • Ability to work in a team and to motivate other team members and counterparts.
Language Requirements

  • Good working knowledge to communicate and write reports in English.
Evaluation Procedure

UNDP applies a fair and transparent selection process that would take into account both the technical qualification of Individual Consultants as well as their financial proposals. The contract will be awarded to the candidate whose offer:
  • Is deemed technically responsive / compliant / acceptable (only technically responsive applications / candidates will be considered for the financial evaluation)
  • And has obtained the highest combined technical and financial scores.
Technical Criteria - 70% of total evaluation – max points: 70
  • Criteria A: Advanced university degree in energy engineering or related field – max points: 30
  • Criteria B: A minimum of seven years of working experience in the area related to the assignment – max points: 40
