Job Description

  The promotion of Gender Equality and the Empowerment of Women is central to the mandate of UNDP and intrinsic to its development approach. UNDP is leading strategic process in order to advance gender equality agenda in line with international frameworks (EU & UN) and development priorities of the country.Culture of one society presents systems of knowledge, attitudes and practices shared by a relatively large group of people. Gender is intrinsically linked to culture as a ‘social construct’ and to the way in which cultural policy is designed and implemented. Gender is a cultural and social construct, defined by the power relations between women and men, and the norms and values regarding ‘masculine’ and ‘feminine’ roles and behavior in a society. Therefore, collective beliefs about ‘typical male’ or ‘typical female’ roles might contribute to the creation of stereotypes that may limit or enable opportunities for women and men to act within their cultural context.People’s lives are embedded in a cultural communication and media context that is structured along these asymmetric gender roles. Gender, culture and rights intersect in intricate and complex ways. Nowadays, public communications, traditional media, and increasingly important social media, play a crucial role in shaping gender roles within societies. In this regard, setting boundaries of what is acceptable or appropriate in the content generated by media regulated through related policies, can contribute to gender equality and prevent discrimination, or vice-versa, drive stereotypical portraying of gender roles in the production of cultural and media content. As acknowledged in the CEDAW and Beijing Platform for Action review, media content is often characterized by a stereotypical portrayal of women. This is due to absence of gender equality understanding and culture and practices in the institutions and bodies developing policy and monitoring frameworks for media and culture.The important step in realizing the broader picture of how stereotypes are born, how they prevail and affect context in which all policies are made is the Analysis of cultural contents broadcasted in media and social media from gender equality perspective. In this regard The UNDP gender programme will provide a thorough analysis of gender aspects in cultural contents in order to contribute to better understanding of its impact in changing gender norms, and its role as a powerful tool for learning, exchanging knowledge and promoting gender equality.

Duties and Responsibilities

The objective is to recruit a national consultant for drafting study on gender aspects of cultural contents in Montenegro and support UNDP gender team work related to gender equality aspects in the field of culture and media.

Under direct supervision of the UNDP Gender Programme Manager, in order to draft the study on gender aspects of cultural aspects, national consultant will ensure implementation of the following tasks:
  • Develop methodology and determine the scope of the cultural aspects to be assessed (3 days);
  • Assess women’s leadership in culture in line with the developed methodology (7 days);
  • Conduct gender analyses in the sphere of culture and art (10 days);
  • Analyse cultural content broadcasted on TV channels with national coverage form the Gender Perspective – analyse at least three the most visited news portals and four daily newspapers (6 days)
  • Defining a portrait of women in cultural contents broadcasted in above mentioned media and based on the analyses conducted in the previous tasks (7 days);
  • Identify and analyse the roots and the causes of the most common widespread stereotypes in culture sphere that shape narratives that create enabling environment for discrimination, and areas where they emerge (7 days);
  • Analyse social media content that has affected enabling environment for myogenic narratives (FB and Instagram groups and individual activists dealing with social issues related to culture, education, Human Rights, gender equality etc.) (5 days).
  • In line with the specific tasks listed above, the draft of the study on gender aspects of cultural contents in Montenegro to be delivered by 30th of July 2021
  • In line with the comments provided by UNDP Gender Team, final version of the study on gender aspects of cultural contents in Montenegro to be delivered by 1st October 2021
Timing and reporting: The consultant will be engaged under short-term Individual Contract (IC) on part-time bases, for estimated time of 45 consultancy days in total. Timeline of the assignment will be 10th May till 10th October 2021. The consultant will be home-based.

The Consultant will report to Programme Manager on regular basis on the tasks performed and activities done in line with the Gender Programme.

  • Demonstrates ability to manage complexities and work under pressure, as well as Conflict Resolution skills.

Required Skills and Experience

  • University degree in social sciences;
  • Minimum 10 years of relevant experience in policy analysis regarding media, art, cultural content;
  • Minimum 10 years of relevant experience in working on gender equality in the areas of media and communication, discriminatory social norms and prejudice and gender equality in policy analysis;
  • Possess proven experts’ level of gender equality;
  • Possess proven knowledge on communication skills and competences;
  • Advanced degree in media of gender studies will be an asset;
  • Experience in analysis of gender perspective in culture will be an asset.
  • Fluency in Montenegrin and English language is mandatory;
  • Computer literacy;
Criteria for selection:

Combined Scoring method will be used. When using this weighted scoring method, the award of the contract should be made to the Individual Consultant whose offer has been evaluated and determined as: (i) responsive, compliant, acceptable, and (ii) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical criteria weight - 70% (Background and education 10%; Relevant previous experience 20%; Substantial knowledge/Required competencies 30%; Required language 10%);
  • Financial criteria weight - 30%.
