Job Description

  Lao PDR has one of the youngest populations in the region. Close to 60 per cent are estimated to be less than 25 years of age. Projections show a rapid increase in the working-age population and a falling dependency ratio. Thus, in the medium-term, Lao PDR is set to benefit from the “demographic dividend” to the economy. However, the full benefits of the demographic dividend will be realised only if new jobs allow to keep pace with the working-age population's growth and only if young women and men are better equipped with the appropriate skills and knowledge. This issue is all the more critical for the disadvantaged youth groups, including ethnic groups and female, in rural and most remote areas.

The project, with support from the Russian Federation, is an attempt to comprehensively and systematically address the inter-related barriers to youth empowerment. Which establishes an enabling environment for youth (nationally defined aged for youth – 15 to 35 years old) to realise their potential and undertake an important role in the socio-Economic Development of the country through enhanced social and economic opportunities, with a special focus on youth employability and social participation.

UNDP is collaborating with the Lao Woman’s Union (LWU), Lao’s People Youth Union (LYU), and the Ministry of Information, Culture, and Tourism (MoICT). One of the activities of the project is to enhance facilities and curriculum of the Youth Model Technical and Vocational Education and Training (TVET) in Khammouane and Huaphan provinces.

A needs assessment in both centers has been completed and new subjects to train in the technical training centers identified. The consultant is being sought to support Curriculum Development to deliver new life skills education curriculum. The consultant will Design and develop curriculum for multiple formats of delivery in the fields of various Agriculture and handicraft topics, food processing and small Business Management.

Duties and Responsibilities

The consultant will be collaborating with the LWU, LYU and other stakeholders on implementation and assessment processes to support conceptualization, design and implementation of formal and non-formal curriculum that will facilitate installment of new subjects to be trained at the technical schools.

The work will entail desk reviews of existing subjects and curriculum, facilitate the consultation meeting to obtain recommendations from relevant stakeholders, development of new curriculum, development of resource materials. Piloting is also expected with sample students and teachers.

Key Roles and Responsibilities

  1. Assess existing Courses and Curriculum
  • Conduct a comprehensive review of existing courses, curriculum, content and other relevant existing materials to facilitate design of new courses and curriculum;
  • Offer recommendations regarding course design, learning content, teaching aids, technology use;
  • Propose instructional methods such as individual or group instruction, self-study, lectures, demonstrations, simulation exercises and role-playing;
  • Facilitate key meetings as needed with various stakeholders from the private and public sector, government, students, and actors from the civil society;
  • Report on areas of strengths and weaknesses of the current curriculum and propose changes;
  • Introduce exercises, illustrations, tutorials, teacher aids, and other methods of learning to enhance education;
  • Propose introductory learning and observations for young students in order to inform of potential career, skills, and trade opportunities that surround them;
  • Introduce learning principles and instructional designs to enable learners to rapidly absorb the technical content.
2. Design new Courses and Curriculum

  • Design teaching curriculum with course outlines, lesson plans, classroom activities and multiple learning styles and modalities of instruction;
  • Implement instructional methods such as individual or group instruction, self-study, lectures, demonstrations, simulation exercises;
  • Collaborate with stakeholders and entities in the community (teachers, engineers, technicians, farmers, services, government, etc.) to develop effective learning content in multiple delivery styles (includes online, classroom, field, virtual instructor-led training and blended learning content).
  • Identify apprenticeship opportunities that will support hands on skills development;
  • Develop a course implementation plan and pilot the instruction / teaching to students with new developed materials;
  • Ensure of local and regional context specific issues like life skills and citizenship education and gender;
  • Support with the training of teachers on all the developed materials and teaching methodologies.
3. Establish Organizational Curriculum Assessment and Development Road Map

  • Develop and innovate curriculum review roadmap to facilitate future comprehensive reviews of curriculum products, include consultation with academics, consultants, donors and partners to embed best practices and learnings from research and M&E into curriculum revisions and development. This includes engaging expert working groups and advisory boards;
  • Document an organizational process for future systematic reviews of the educational curriculum and development of new curriculum;
  • Develop measurement tools for the schools to evaluate the effectiveness of instruction or training interventions;

  • Demonstrable networking capability, interpersonal skills and strong ability to promote teamwork
Relevant Experience:

  • Proven capacity to design and develop educational curriculum and related materials;
  • Expert knowledge of the national education sector, pedagogy, learning, and curriculum development;
  • Understanding of knowledge/skill delivery models (classroom-based, online, blended);
  • Development of high quality curriculum products and training manuals;
  • Experience working with development partners and the Lao Government to provide Technical Support or implement programmes particularly in education an asset;
  • Skilled in organizing and facilitating multi-stakeholder meetings;
  • Experience acquiring consultants from various fields of expertise;
  • Ability to deliver quality output working under tight deadlines;

Required Skills and Experience


  • Advanced university degree in education, pedogogy; social sciences, international development or related technical field;
  • At least 4 years of professional work experience at national or sub-national level on education curriculum design, Coordination or policy support, particularly in life skills/technical vocational education and training and/or curriculum development;

  • Professional experience in the areas of child/youth teaching & learning, educator professional development, and curriculum development;
  • Skilled at designing and developing educational curriculums and related materials that includes creating instructor-led materials, classroom material, online/e-learning modules, multimedia products (video, graphic, audio), and other training materials;
  • Knowledge of youth and adult learning principles and methodologies a plus;
  • Aware of various learning tools and teaching methods appropriate for target students;
  • Capacity to plan and set up workshops, meetings; and Training Courses;
  • Communicates effectively and facilitates discussions with various stakehoders;
  • Ability to receive and incorporate feedback into course material from program leads, subject matter experts, students, and instructors;
  • Excellent computer skills including experience with computer-based training and curriculums;
  • Experience working with government and development organizations and institutions desirable;
  • Proven ability to work with and supervise a variety of staff and stakeholders;
  • Ability to communicate effectively.
