Job Description

  The promotion of Gender Equality and the Empowerment of Women is central to the mandate of UNDP and intrinsic to its development approach. UNDP is leading strategic process in order to advance gender equality agenda in line with international frameworks (EU & UN) and development priorities of the country.Till date, in Montenegro gender equality work targeted many of its aspects such as women in politics and economy, violence against women, but dimension of Gender Mainstreaming and Capacity Development in communications, culture and media were absent. Increased agency allows women to move from complete compliance with constraining and unequal gender norms to questioning such norms in the face of potential opportunities – to changing their aspirations as well as their ability to seek and achieve desired outcomes. In a more enabling environment, which not only creates more opportunities but also changes the individual’s capacity to aspire to access them, transformative change is more likely. The most powerful results in terms of norms evolving towards gender equality and resulting in greater agency lie in the expansion of education.Therefore, strengthening of institutional capacities working on communications and public broadcasting service carriers to promote, Design and implement gender equality principles in all policies and practices should become amplifier of many ongoing efforts to address gender equality concerns.There is a clear intersection between women’s empowerment and public communications and media development. The proliferation of communications, PR professionals and media formats, the explosion of new technologies and the emergence of social media in many parts of the world have provided multiple sources for access to gender-related information and knowledge. The media, regardless of the technology used (traditional, social media etc.), remain one of the main sources of information, ideas and opinion for most people in the country. While inequalities and gender stereotypes exist in social structures and the minds of people, communication and media in different formats have the potential to propagate and perpetuate or to ameliorate these. Furthermore, the conscious or unconscious biases that many communication professionals, both men and women, sometimes have towards one-sidedly reductionist masculinist perspectives is partially due to the lack of capacity to report on women and gender more broadly.In order to address these complex issues systematically, the office implements a number of programmatic interventions, with the main areas of work being integration of gender equality in public Administration including advancing communication for gender equality addressing political and economic empowerment of women, including role of women in peacebuilding, security, social cohesion and GBV.

The UNDP gender programme will provide tailored expert support towards strengthening policy framework and development of human capacities for integration of gender equality principles in the work of public administration, and media, as well as embracing new communication technologies that can be powerful tool for learning, exchanging knowledge and promoting gender equality.

Duties and Responsibilities

The objective is to recruit a national consultant to conduct comprehensive gender analyses on communicating GE in PA and the field of media and support UNDP Gender Programme work related to gender mainstreaming in public administration particularly advancing communication of gender equality.

Under direct supervision of the UNDP Gender Programme Manager, national consultant will ensure implementation of the following tasks: 1) Assessment of the national legal framework in regard to the media in Montenegro (15 days)
  1. Desk Analysis of the national legal framework of the media from Gender Perspective (regulations, bylaws, laws, Code of Ethics of MNE Journalists, etc.);
  2. Provide recommendations on necessary changes to improve normative framework on communicating of gender equality in institutions and in the media sphere
2) Study on public broadcaster programmes reviewed and analysed from gender equality perspective (30 days)
  1. Conduct specific assessments and broad consultations with stakeholders from both inside and outside audiences, and with target groups from the public, on the institutional communication products and practices on communicating GE;
  2. Analyse overall national TV broadcasters with national coverage contents from gender perspective;
  3. Analyse three the most visited news portals content from gender equality perspective;
  4. Analyse four daily newspapers contents from gender equality perspective;
  5. Define gaps and explore priority areas towards capacity developing of broadcaster as antidiscrimination promoter;
3) Assessment of gender responsive communication in public administration in partnership with the relevant national counterparts (30 days)
  1. Identify and assess channels, practices and products of communication customarily used within institutions from the gender perspective (formal channels, standing instructions and internal communication forms);
  2. Prepare extensive recommendations for improvement of institutional communication products and practices from gender equality perspective;
  3. Design script of online learning module that will enable learning and knowledge transfer among staff members involved in the process of public communications;
  4. Provide gender inputs in National communication strategy based on the findings of the assessment and inputs provided by national authorities;
  5. Develop manual containing instructions to confront gender bias and address gender mainstreaming in communications of public institutions.
  • In line with the specific tasks defined in ToR and inputs form the UNDP Gender Team, assessment of the national legal framework in regard to the media in Montenegro to be delivered by 25th of May 2021
  • In line with the specific tasks defined in ToR and inputs form the UNDP Gender Team, Study on public broadcaster programmes reviewed and analysed from gender equality perspective to be delivered by 1st September 2021
  • In line with the specific tasks defined in ToR and inputs form the UNDP Gender Team, assessment of gender responsive communication in public administration in partnership with the relevant national counterparts to be delivered by 15th of October 2021
  • Development of final report and recommendations on the work performed within ToR delivered by 1st of December 2021.
Timing and reporting: The consultant will be engaged under short-term Individual Contract (IC) on part-time bases, for estimated time of 75 consultancy days in total.  Timeline of the assignment will be 10th May till 10th December 2021. The consultant will be home-based.

The Consultant will report to Programme Manager on regular basis on the tasks performed and activities done in line with the Gender Programme.

Required Skills and Experience

  • University Degree in social sciences, preferably Law or Journalism;
  • Minimum 10 years of relevant experience in policy analysis, communication, development, normative framework analysis;
  • Minimum 10 years of relevant experience in working on gender equality in the areas of media and communication, discriminatory social norms and prejudice and gender equality in policy design and implementation;
  • Possess proven experts’ level of gender equality and women’s empowerment;
  • Possess proven knowledge on communication skills and competences;
  • Fluency in Montenegrin and English language is mandatory;
  • Computer literacy.
Criteria for selection:

Combined Scoring method will be used. When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: (i) responsive, compliant, acceptable, and (ii) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical criteria weight - 70% (Background and education 10%; Relevant previous experience 20%; Substantial knowledge/Required competencies 30%; Required language 10%);
  • Financial criteria weight - 30%.
