Job Overview:
The Municipal Operations Specialist plays a crucial role in enhancing the management and delivery of municipal services by local government units. The specialist will be responsible for providing technical leadership, coaching, and assistance to LGU partners in various operational areas. Duties and Responsibilities:
The Municipal Operations Specialist will have a wide range of responsibilities, including:
  • Providing technical leadership for municipal services and coordinating service delivery activities.
  • Offering coaching and technical assistance to LGU partners in areas such as revenue generation, cost-effective service delivery, and spatial planning.
  • Managing daily liaison activities and maintaining relationships with Palestinian counterparts and implementing partners.
  • Developing and directing mentoring activities for local partners in service delivery.
  • Creating training materials and conducting training sessions to ensure quality assurance in technical activities.
  • Supporting LGUs in planning, monitoring, and controlling service delivery according to best practices.
  • Prioritizing services for improvement and developing effective relationships with key partners.
  • Contributing to the establishment of indicators and standards for service coverage and operational efficiency.

Required Qualifications:
Candidates must possess a Bachelor’s degree in international development or a related field, or equivalent work experience, with an advanced degree preferred. They should have at least 8 years of relevant experience in improving municipal services, particularly in designing and applying activities focused on service delivery. Strong interpersonal skills are essential for developing relationships with government officials and private sector stakeholders. Experience with USAID or other donor-funded projects is highly preferred, along with well-developed skills in urban planning software, GIS, and related programs. Fluency in both English and Arabic is required for effective communication.

Educational Background:
The position requires a Bachelor’s degree in international development or a related field. An advanced degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in municipal service delivery and governance.

Experience:
The ideal candidate should have a minimum of 8 years of relevant working experience specifically in the improvement of municipal services. This includes experience in designing and implementing activities that focus on service delivery, revenue generation, and performance metrics. Familiarity with donor-funded projects, particularly those funded by USAID, is highly advantageous, as it demonstrates the candidate's ability to navigate the complexities of such initiatives.

Languages:
