Job Overview:
The MEL Director position is a senior role within Mercy Corps, primarily responsible for overseeing the implementation of a five-year USAID-funded Iraq Civic Engagement Activity (ICEA). This program aims to enhance civic engagement and trust in democratic processes in Iraq, particularly among underrepresented groups. The MEL Director will develop and manage a robust Monitoring and Evaluation system to track program performance, facilitate learning, and adapt strategies as necessary. This role requires a strategic approach to Data Collection and Analysis, ensuring that the program's objectives are met and that stakeholders are informed of progress and challenges. The MEL Director will also focus on Capacity Building for program staff and partners, ensuring they are equipped with the necessary skills and knowledge related to monitoring, evaluation, accountability, and learning.

Duties and Responsibilities:
The MEL Director will be responsible for setting up and overseeing the implementation of MEL systems, including the development of the Activity Monitoring, Evaluation, and Learning Plan (AMELP). Key responsibilities include ensuring compliance with MEL policy deliverables, designing and leading Collaboration, Learning, and Adaptation (CLA) efforts, overseeing data collection and analysis, harmonizing MEL systems across partners, and promoting a culture of learning within the organization. The MEL Director will also manage the MEL team, support Knowledge Management efforts, and ensure that all Data Management processes are functioning effectively. Additionally, the role involves collaborating with external stakeholders and representing the program at various forums to influence decision-making and promote shared learning.

Required Qualifications:
Candidates must possess a minimum of 7 years of relevant experience, including proven experience in managing MEL staff and programs, particularly those funded by USAID. A Master's degree in research methods, statistics, economics, monitoring and evaluation, or a related field is preferred. The ideal candidate should have a strong background in designing and implementing MEL systems, experience with adaptive management practices, and excellent interpersonal and communication skills. Previous experience in Iraq or similar contexts is essential, along with a commitment to collaborative learning and evidence-based decision-making.

Educational Background:
A Master's degree in a relevant field such as research methods, statistics, economics, monitoring and evaluation, or a related discipline is preferred for this position. Candidates with a Bachelor's degree may be considered if they have extensive relevant experience in monitoring and evaluation.

Experience:
The position requires a minimum of 7 years of relevant experience, including managing MEL staff and overseeing MEL systems for programs funded by USAID. Candidates should have a proven track record of success in designing, implementing, and managing MEL systems from inception to completion, as well as experience in adaptive management and collaborative learning processes.

Languages:
Fluency in English is mandatory, with excellent verbal and written communication skills. Proficiency in Arabic is highly desired, as it will facilitate communication with local stakeholders and enhance the effectiveness of the MEL strategies implemented in the region.

Additional Notes:
This position is based in Erbil, Iraq, and requires up to 50% travel to other locations within the country. The role is unaccompanied, with housing provided in shared group accommodations in Erbil. The position is eligible for rest and recuperation breaks and hardship allowances.
