Job Overview:
The Monitoring, Evaluation, and Learning (MEL) Advisor will play a crucial role within the Education and Skills Unit at CARE. This position is responsible for conducting quantitative and qualitative data Analysis of monitoring and evaluation data from large-scale donor-funded projects, including a USAID-funded program in Afghanistan and a USDA's McGovern-Dole Food for Education and Child Nutrition program in Malawi. The MEL Advisor will provide technical assistance in designing and implementing MEL systems for complex projects, develop MEL plans, and create monitoring and evaluation tools. The role also involves training staff on these tools and contributing to the development of new proposals for donors, particularly in the monitoring and evaluation sections. The successful candidate will represent the Unit in various forums and contribute to the learning agenda of the Education and Skills Unit.

Duties and Responsibilities:
The MEL Advisor will be responsible for analyzing monitoring, evaluation, and research data independently, employing a mixed-methods and complexity-aware approach. They will provide technical assistance to country office teams in designing and implementing complex MEL systems and research-focused projects. The role includes developing the capacity of country office staff and partners on MEL, supporting project teams in documenting and disseminating impact results, and contributing to the preparation of proposals for new projects. The MEL Advisor will also package impact results and best practices for resource mobilization efforts, including creating donor-focused products and presentations on CARE's education and skills development programming. Participation in unit and cluster-level planning, consultative meetings, and ongoing team dialogues on technical themes is also expected.

Required Qualifications:
Candidates must possess a Master's Degree in Social Sciences, Education, Public Health, Sociology, or a related field, with a PhD preferred. They should have training in advanced quantitative Data Analysis and experience in using mixed methods in education programming. A minimum of 3-5 years of professional experience in research and advanced quantitative data analysis, particularly in education or adolescent-focused programming, is required. Proficiency in statistical analysis packages such as SPSS, STATA, SAS, or R is essential. Excellent writing skills in English are necessary, and writing samples will be requested. Experience in evaluating or establishing MEL systems for large-scale education programs funded by organizations like USAID, FCDO, or USDA/McGovern-Dole is also required. Familiarity with electronic Data Collection tools and a sound understanding of gender transformative approaches to development are important.

Educational Background:
