Job Overview:
The Monitoring, Evaluation, and Learning (MEL) Manager plays a crucial role in leading the strategic direction of the MEL Unit at the country level. This position is responsible for designing and implementing a comprehensive MEL strategy that aligns with both regional and global frameworks. The MEL Manager will develop Standard Operating Procedures tailored to the specific context of Ukraine, ensuring that NRC meets and exceeds its MEL minimum standards. This role also involves planning and generating evidence and insights to inform programmatic and strategic decision-making, thereby enhancing the overall effectiveness of NRC's operations in the region. The MEL Manager will work closely with various stakeholders to ensure that learning is institutionalized within the country office, facilitating the use of MEL data for strategic and programmatic decisions.

Duties and Responsibilities:
The MEL Manager will be responsible for the following duties:
  • Develop and implement the Country Office monitoring, evaluation, and learning strategy, ensuring alignment with regional and global MEL policies.
  • Create country-specific MEL Standard Operating Procedures that address contextual challenges while adhering to NRC's MEL minimum standards.
  • Provide technical input for program Monitoring and Evaluation plans, including methodological guidance and Resource Planning.
  • Ensure the rollout of global and regional MEL developments at the country office level and lead new technical developments to meet MEL needs.
  • Offer technical MEL support and Capacity Building across the country office, including line management of MEL staff.
  • Institutionalize learning moments within the country office, establishing systems for analyzing and utilizing MEL data.
  • Collaborate with program heads to determine suitable MEL indicators and initiatives that enhance MEL practices.
  • Lead the development of the country evaluation plan, ensuring compliance with NRC Evaluation Policy and encouraging the integration of lessons learned from evaluations and assessments.

Required Qualifications:
Candidates must possess the following qualifications:
  • A minimum of 5 years of relevant experience in monitoring, evaluation, and learning, particularly in the humanitarian sector.
  • An advanced degree in economics, research methods, Social Sciences, or a related field.
  • Significant experience in managing MEL systems and personnel.
  • Advanced expertise in qualitative and quantitative data Analysis, including familiarity with relevant tools.
  • Proven experience in facilitating training sessions and capacity-building initiatives.
  • Knowledge of the context in Ukraine or neighboring countries is preferred, along with experience working with local actors.

Educational Background:
The educational background required for this position includes an advanced degree in a relevant field such as economics, social sciences, or research methods. This educational foundation is essential for understanding the complexities of monitoring, evaluation, and learning within the humanitarian context.

Experience:
The position requires at least 5 years of relevant experience in monitoring, evaluation, and learning, specifically within the humanitarian sector. Candidates should have a proven track record of managing MEL systems and personnel, as well as experience in qualitative and quantitative Data Analysis.

Languages:
Knowledge of Ukrainian or Russian is highly desirable for this position. Proficiency in these languages will enhance communication and collaboration with local stakeholders and beneficiaries, which is critical for effective monitoring and evaluation.

Additional Notes:
The contract duration for this position is 12 months, with the possibility of extension based on performance and funding availability. The salary and benefits will be determined according to NRC's salary scale and terms and conditions.
