Job Overview:
The Monitoring, Evaluation, and Learning (MEL) and Collaboration, Learning, and Adapting (CLA) Manager will play a crucial role in the USAID-funded Non-Revenue Water Management project. This position is based in Hebron and involves overseeing the development of the project’s learning agenda and MEL framework. The MEL and CLA Manager will work closely with the Task Order Manager (TOM) to support the development of annual implementation plans and manage the Activity Monitoring, Evaluation, and Learning Plan (AMELP). The role requires strategic leadership in learning and knowledge-sharing activities, as well as adaptive management efforts to ensure the project meets its objectives of improving access to sustainable Water Services for Palestinians. The manager will also be responsible for training staff and stakeholders on MEL systems and ensuring accurate Data Collection and reporting.
Duties and Responsibilities:
The MEL and CLA Manager will have a comprehensive set of responsibilities including: supervising the M&E Specialist and local firms conducting surveys and studies; providing formal training to partners and stakeholders on MEL systems; conducting staff training on AMELP indicators and data collection methods; assisting the TOM with client and stakeholder training; ensuring timely and accurate data input into the project database; conducting on-site monitoring and routine spot checks; participating in Data Quality assessments; verifying program results with supporting documentation; generating reports and visual aids; assisting in the development of annual implementation plans; presenting findings from assessments; liaising with client M&E teams; leading internal learning activities; and performing other tasks as assigned by the TOM.
Required Qualifications:
Candidates must possess a Bachelor’s degree or higher in statistics, evaluation, or related disciplines. They should have at least seven years of professional experience in MEL for projects of similar size and complexity, with a demonstrated track record of leadership in donor projects. Experience with USAID grants or contracts is essential, along with proven leadership, organizational, and writing skills. Professional fluency in Arabic and proficiency in English are required, and qualified applicants from Palestine are highly encouraged to apply.
Educational Background:
The educational background required for this position includes a Bachelor’s degree or higher in fields such as statistics, evaluation, or other related disciplines. This educational foundation is critical for understanding the complexities of Monitoring and Evaluation processes and for effectively leading MEL initiatives within the project.
Experience:
The position requires a minimum of seven years of professional experience in monitoring, evaluation, and learning for projects of similar size and complexity. Candidates should have a proven track record of progressively responsible experience, particularly in providing leadership to donor-funded projects. Experience specifically related to USAID grants or contracts is highly desirable, as it demonstrates familiarity with the expectations and requirements of such funding.
Languages:
Professional fluency in Arabic is mandatory, along with proficiency in English. This bilingual requirement is essential for effective communication with local stakeholders and for reporting to international partners.
