Job Overview:
The Monitoring and Evaluation (M&E) Officer plays a crucial role in supporting program staff with the implementation of M&E processes. This position involves providing inputs for project proposals and report writing, as well as compiling and tracking monthly indicators at the area level. The M&E Officer is responsible for maintaining the online GORS Data Management system and training field teams on various M&E tools, including mobile-based Data Collection systems. The officer will actively participate in baseline and end-line data collection, ensuring that all M&E activities align with NRC's guidelines and policies. The role requires regular travel, up to 50%, to various operational areas to monitor project implementation and gather data.

Duties and Responsibilities:
The M&E Officer's responsibilities include ensuring adherence to NRC policies and guidelines, compiling quantitative project progress reports, and implementing the Community Feedback and Response Mechanism (CFRM). The officer will conduct training for NRC staff and partners on client responsiveness and support protection assessments as needed. Key tasks involve leading learning sessions with beneficiaries, ensuring Data Quality, analyzing collected data for protection trends, and maintaining accurate project information. The officer will also compile monthly output tracking sheets, update the GORS reporting system, and assist in preparing detailed implementation plans and M&E matrices for all programs. Regular field visits will be conducted to document project progress and facilitate communication with stakeholders.

Required Qualifications:
Candidates must possess a university degree, preferably in social sciences, statistics, economics, or a related field. A minimum of three years of experience in monitoring and evaluation within humanitarian or Development Projects is required. Proficiency in data collection methodologies and instruments, as well as strong data Analysis skills, is essential. Familiarity with statistical software packages such as SPSS or Stata, and advanced Excel skills are also necessary. Knowledge of the local context and language, along with excellent communication skills, is highly desirable. Experience in managing large datasets and understanding NGO operations will be advantageous.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as social sciences, statistics, or economics. This educational foundation is crucial for understanding the complexities of monitoring and evaluation in humanitarian contexts and for effectively analyzing data to inform program decisions.

Experience:
The position requires at least three years of relevant experience in monitoring and evaluation, particularly in the humanitarian or development sectors. Candidates should have a proven track record of working with data collection and analysis, as well as experience in managing multiple projects and donors. Familiarity with online Database Management and statistical software is also essential for success in this role.

Languages:
Fluency in English is mandatory, with strong communication skills being essential for effective interaction with stakeholders. Knowledge of the local language is considered an asset, as it enhances the ability to engage with community members and understand cultural nuances.
