In September 2018, UNESCO and the European Union launched a new project, managed by the Culture Unit, called “Cash for Work: Promoting Livelihoods Opportunities for Urban Youth in Yemen”. The project covers four historic cities (Sana’a, Shibam, Zabid, and Aden) and aims at preserving the urban heritage in Yemen and increasing skills and employment opportunities for urban youth. Recognizing the power of culture as a driver of social and Economic Development, this initiative is improving the livelihoods of urban youth in Yemen.

Three (03) Monitoring and Evaluation (M&E) Assistants to be recruited as an individual consultant respectively in Shibam, Zabid, and Aden who will be based in there and support the project management team in evaluating progress made and pending challenges, collecting and analyzing data through onsite technical and financial inspections in Shibam, Zabid, and Aden. They will ensure the project’s logical and results frameworks are respected and that robust local monitoring systems and tools are operational.

TASKS AND EXPECTED OUTPUTS Under the overall authority of the Director of UNESCO GCC and Yemen Office and the supervision of the Project Manager based in Doha, in close consultation with the UNESCO Coordination-team" id="link" class="link">Coordination Team in Sana’a, the M&E Assistants will perform the following responsibilities: •    Conduct weekly fields visits and random inspections as requested by the UNESCO management team to follow-up progress made in terms of urban rehabilitation, collect, analyze and synthesize data and information using existing templates; •    Organize weekly follow-up meetings with local branches of implementing partners (Social Fund for Development, General Organization for the Preservation of Historic Cities in Yemen, General Organization for Antiquities and Musem) in the concerned cities to review execution plan and submit timely process monitoring data and narrative reports to UNESCO; •    Carry out regular spot checks to monitor beneficiaries are selected as per the criteria, resources are allocated as per plan and payment documentations are in align and meets requirements; •    Contribute to the management of grievance boxes across all worksites (evaluate Design and accessibility, opening, solutions made, follow-up, etc.); •    Consolidate the quantitative process monitoring data (beneficiaries satisfaction, wages management) and elevate main issues to management on a regular basis, and through the monthly reporting; •    Prepare a range of reports and data Analysis to highlight trends/issues ensuring deliverables adhere to the agreed-upon targets on a regular basis; •    Assist in ensuring that the targets of implementing partners’ plans are met and in compliance with agreed-upon project plans, while incorporating gender perspectives in all areas of work; •    Maintaining a direct dialogue with beneficiaries and share programmatic recommendations, observations, and corrective measures with UNESCO; •    Support the organization of technical consultative meetings by sharing evidence and inputs from the field; •    Monitor and compare budget allocated to each city versus actual progress of the program implementation and follow-up with UNESCO as appropriate.

REQUIRED QUALIFICATIONS Education:

University degree (BA or equivalent) preferably in Statistics, Economics, Finance or similar discipline with a minimum of 3 years of relevant qualifying work experience.

Work experiences:

•    At least 3 years of relevant professional experience in the field of monitoring and evaluation, statistics, economics, program, and policy.

•    Working experiences related to architecture and cultural heritage projects would be an advantage.

•    Work experience with UN and/or international development agencies will be an asset.

Skills/Competencies:

•    Good analytical and organizational skills.

•    Ability to maintain accurate and precise records.

•    Able to interpret and analyze a variety of data and resolve discrepancies.

•    Ability to undertake statistical analysis.

Languages:

•    Excellent knowledge (written and spoken) of English and Arabic.

EMPLOYMENT CONDITIONS Monthly remunerations of the consultants will be equivalent to USD 1500 (US Dollar one thousand five hundred).
