Overview of position

Our client in Mali Aviation operates the authorized fleet of 30 manned aircraft and 19 unmanned aircraft (Remotely Piloted Aircraft System RPAS/UAVs) from various countries of civil air carriers (under Long Term Air Charter Agreements) and Troop-Contributing Countries (TCC) of Military Aviation Units (under Letter of Assist (LOA’s)) in support of our client’s mandate approved by the UN Security Council over the Area of Operations (AO) and Area of Interest (AI).

The air assets assigned to our client are subject to strict control and close Coordination in order to ensure their most efficient and responsive utilization. Owing to the significant size of Mali, absence of road (wet season) and rail infrastructure, air operations are the heavily depended on, primary mode of support for the mission and sites through the utilization of mentioned air assets. To support Mission Concept of Operations (detailed in the Military and MSD Concepts) Military tactical, combat surveillance operations, CASEVAC/MEDEVAC response and urgent around clock air operational requirements beyond normal working hours and seven (7) days a week the Aviation Section is deployed in various locations within six (6) Air Regions and one Office within Sectors East, West and North.1 Our client’s Aviation Section HQ is composed of the Office of Chief Aviation Officer (CAVO) and five (5) units: the Air Operations Unit (including Mission Air Operations Centre (MAOC)), the Airfields & Air Terminals Unit (AATU), the Technical Compliance Unit (TCU), the Quality Assurance & Standardization Unit (QASU) and the Resource Planning and Performance Control Unit (RPPCU).

Furthermore, Aviation Section is extended with aviation offices in six (6) Air Regions: Bamako, Mopti, Timbuktu (Tombouctou), Gao including Menaka Office, Kidal, and Tessalit.

Role objectives

The meteorological services include but are not limited to the following: Deliver Meteorological services at location where there is no provision of this service.

Collect, analyse and provide weather information/forecasting based on the following sources: Host Nations meteorology bureau; From satellite images, radar, remote sensors and weather stations; or Provided by TCC elements and or by HLS managers; From Air Traffic Flight Follower as received from pilot reports (PIREPS).

Develop terminal (TAF) or aerial weather forecast by analysing information and using computer programmes Provide weather information (METAR, SPECI, SIGMET, TAF) Monitoring weather developments by measuring air pressure, wind, temperature and humidity Implementing Meteorological Standard Operating Procedures (SOP) in compliance with Department of Field Services (DFS) Aviation Manual, International Civil Aviation Organisation (ICAO)/World Meteorological Organisation (WMO), International Air Transport Association (IATA) and host country's Civil Aviation/Meteorological Authority Standards, other UN mission practices, procedures and regulations; Deliver weather briefing to aircrews and related air operations staff on actual weather, en-route weather forecast, any significant weather and prevailing weather conditions at landing sites depending on the collected information; Ensuring that appropriate reference documents are readily available and accessible to all aircrews and aviation personnel; Provide expertise and technical assessment to formulate meteorological equipment requirement to increase safety of flights and Cost Effectiveness; Managing collaboration with local meteorological offices; Deliver specialized training to Air Liaison Officers related to the weather observation, usage of meteorological equipment; rver License is an advantage.

• At least 6 years of progressively responsible experience in Meteorology, • with at least 2 years in occupation directly related to Aviation weather forecasting.

• Ability to collect, analyse weather and atmosphere data, to develop and use Computer Software and to use data Analysis to create forecasts.
