Job Overview:
The Medical Officer position involves providing comprehensive outpatient services and specialized care, including maternal and Child Health, management of non-Communicable Diseases, and facilitating hospital referrals. The incumbent will conduct medical examinations for various purposes, such as special hardship assistance and periodic evaluations of staff. The role requires effective management of the assigned health center, including service organization, personnel supervision, Supply Management, and reporting. The Medical Officer will supervise medical, nursing, and para-medical staff, ensuring their performance meets established standards. Building and maintaining relationships with the local community and authorities is essential, as is ensuring the availability and quality of medical supplies. The position also involves participating in Training Programs for staff and performing additional duties as assigned by the supervisor.
Duties and Responsibilities:
The Medical Officer will be responsible for the following duties:
- Provide general outpatient services and specialized care, including maternal and child health and management of non-communicable diseases.
- Conduct medical examinations for applicants seeking special hardship assistance, newly recruited staff, and periodic evaluations of existing staff.
- Manage the assigned health center, including organizing services, supervising personnel, managing supplies, and reporting.
- Supervise and evaluate the performance of medical, nursing, and para-medical staff.
- Maintain relationships with the local community and authorities.
- Ensure the availability of medicines and medical supplies, overseeing ordering, receipt, and destruction of expired items.
- Participate in on-the-job and in-service training for staff.
- Perform other duties as assigned by the supervisor.
Required Qualifications:
Candidates must possess a valid medical degree from an accredited institution, including a minimum of twelve months of internship experience. A valid license to practice medicine in the duty station is required where applicable. Candidates should have a good command of spoken and written English and Arabic. Additionally, candidates must specify their current location and provide details of the number of staff supervised in previous senior positions. A post-graduate degree or diploma in public health, Family Health, or a related discipline is preferred, along with a strong understanding of the context of Palestine refugees and UNRWA operations.
Educational Background:
The educational background required for this position includes a medical degree from an accredited educational institution, which must include an internship of at least twelve months. Candidates are also encouraged to have additional qualifications such as a post-graduate degree or diploma in public health or a related field, which would enhance their candidacy.
Experience:
Candidates must have at least five years of progressively responsible and relevant professional working experience in the medical field. This experience should include a demonstrated ability to manage Health Services and supervise medical staff effectively. It is essential for candidates to provide details of their supervisory experience, including the number of staff members managed in previous roles. Experience working in a context similar to that of Palestine refugees is highly desirable.
Languages:
A good command of spoken and written English and Arabic is mandatory for this position. Candidates should list all languages they know, including their mother tongue, and indicate their proficiency level. Proficiency levels should be categorized as 'Fluent,' 'Confident,' or 'Basic' based on the candidate's ability to communicate effectively in those languages. Candidates with additional language skills may have an advantage in the selection process.
Additional Notes:
This position is a Fixed-Term Appointment for three years, including a one-year probation period, with the possibility of extension based on performance and funding availability. The position is classified at Grade HL07, with a monthly salary of JD 1663.10, plus a Special Occupational Allowance (15%) of the basic salary. Additional benefits include a Provident Fund contribution (15.4% of basic salary), compulsory medical insurance, 36 days of annual leave, and a dependency allowance subject to eligibility. Sick leave is granted at a rate of 2.4 days for each completed month of service, with 14 weeks of maternity leave and 2 weeks of paternity leave available. The duty station is in various field locations in Jordan, and candidates must reside in Jordan and be within commuting distance of the duty station at the time of application. Preference will be given to registered Palestine refugees and candidates from underrepresented genders to support Gender Parity.
