MSF coordinates operations through collaborations between global offices. The ‘MSF Operational Centre Amsterdam’ (OCA) is a partnership that is composed of the partners MSF-Canada, MSF-Germany, MSF-SARA, MSF-Sweden, MSF-Holland and MSF-United Kingdom. MSF-OCA operates medical humanitarian interventions in about 25 countries with more than 11,000 staff.

The office of MSF-Holland located in Amsterdam hosts more than 400 employees, offering direct support to MSF-OCA operations. Around 50 staff focus on recruitment, communication and fundraising in The Netherlands (MSF-Holland) and 350 staff are focused on supporting MSF-OCA operations.

With immediate effect the Emergency desk is looking for a Medical Emergency Manager ** The overall objective of the post is to provide emergency medical and public health leadership across the Emergency desk supported contexts and countries, to ensure MSF-OCA interventions effectively address the health needs of the populations we serve.

The Emergency Support Department (ESD)

The ESD is part of the Operations Department and plays a fundamental role in responding to humanitarian emergencies: the ESD conducts exploratory and assessment missions; initiates and manages large scale emergency interventions; supports emergency interventions managed by regular desks; provides support to the organisation and existing missions in promoting and guarding emergency response capacity; and supports the management of operations in in highly insecure environments. The ESD consists of a headquarter-based Emergency Desk (4 permanent staff) and an Emergency Team for deployment in the field (20 positions).

POSITION WITHIN THE ORGANISATION

· Reports hierarchical to the Head of the Emergency Department · Works in close cooperation with the ESD Emergency Manager and the 2nd Medical Emergency Manager · Functionally manages the Medical Coordinators for each mission within his/her designated contexts · Functionally supports assigned Emergency Team members through an assigned “buddy system” · Functional support direct from the Health Advisors Coordinator (from Public Health Department (PHD)) · Functionally co-operates with the Operational Managers, Health Advisors, Heads of Missions / Emergency Coordinators and the medical (deputy) Director MAIN RESPONSIBILITIES

· The promotion and enhancement of emergency relief expertise capacity and response within MSF OCA** · In conjunction with the other Emergency Managers, to provide (medical) support and strategic leadership to (medical) Emergency Coordinators & (emergency) interventions that are operationally under or supported by the ESD. This requires a close working relationship with the PHD, to ensure continuity and quality of medical expertise within the organisation** · Contribute to the operational policy (development, research, introduction, implementation and continuous improvement of our emergency Humanitarian Action) of the ESD and PHD and formulation in relation to strategic and tactical issues (overall operations and organisational capacity)** · Initiate rapid response to emergencies, from HQ and /or through field missions** · Detect and identify potential emergency intervention needs through scanning and monitoring of high risk / unstable situations, outbreaks, chronic crises, conflicts etc.** · Participate in the identification, planning and execution of exploratory missions** · Participate in the definition, initiation, implementation, monitoring and evaluation of emergency programs** · Cooperate with the MSF emergency network to promote coherent action and reactivity** · Facilitate internal training modules, preparatory/ management courses ** · Responsible for regular (internal and external) updates and reports on E-desk managed interventions** · Visit the projects under E-desk management or other emergency projects upon request to manage/ support, advise and evaluate these projects.** To ensure each intervention under his/her management has a clear strategic medical direction for programming in reaction to emerging and changing health needs, you:** · Provide direction, support and coaching for Medical Coordinator(s) or direct to Emergency Coordinators and field teams · Create effective and timely working collaboration with relevant medical and logistical specialists to support field response · Design and develop relevant, effective health programming · Support prioritization and de-prioritization of activities · Review of program data, strategy and implementation at control cycle points · Ensure that MSF-OCA field practice meets internationally agreed medical ethics, standards and laws (quality of medicines, treatment protocols, transport of biological and pharmaceutical materials), given contextual constraints · Review/approve key HR appointments (Medco, Project coordinators etc.) for field projects, and briefing/debriefing of field staff · Monitor the quality, outcomes and achievements of programs including designing and supporting research initiatives and programmatic reviews.

PROFILE CANDIDATE

Required · Medical doctor or registered nurse, with broad knowledge and experience in the field of international public health and relevant clinical skills · Relevant academic qualifications as well as an updated license (minimum RN/MD and ideally Master of Public or International Health) · Proven ability to provide strong leadership, strategy and vision in Program Management; · Proven analytical skills in medical programming · Excellent communication and negotiation skills (oral and written), the capability to coach and manage people and programmes through “long distance communication” like telephone, email etc.

· Knowledge and experience in the humanitarian world and commitment and passion for the goals and work of MSF · Knowledge of MSF – preferably field and HQ, and of MSF policies and procedures · At least 4 years field based experience with a medical-humanitarian organization, preferably with MSF and with at least 12 months experience in a Medical Coordinator role or equivalent · Demonstrated involvement in several emergencies settings such as outbreak settings (Cholera, Measles, VHF), mass displacement, unstable conflict, natural disaster responses · Ability to provide direct emergency support to field programs for up to 4 weeks at a time at short notice (i.e. 48hrs) across all emergency desk supported or future supported settings; up to 40% of time may be spent in the field · Willingness to at times work irregular and long hours in the spirit of MSF. Available to work 5 days per week in office – this job does not allow for part –time or job sharing work · Willingness to travel to unstable and conflict settings · Flexible attitude, stress resistant, Problem Solving attitude and “Can-do” mentality · Fluency in English Preferred · Knowledge and experience in the field of epidemiology, and/or a relevant clinical specialty (e.g. tropical medicine, infectious diseases, pediatrics); · Experience with MSF as a medical coordinator or in a line management role (Head of mission or project coordinator).

· Good comprehension of French (and/or Arabic and/or Spanish)

WE OFFER

· A contract for one year with a renewal option (subject to satisfactory performance).

· An employment contract for a year with a renewal option (subject to satisfactory performance) based on a fulltime appointment. The position is typically based in Amsterdam because close cooperation with the other E-desk colleagues is required, but we are also open for suggestions for other work stations if one would be able to travel easily.

The contracting office will depend on the work station. In case the work station is Amsterdam the gross monthly salary will be in scale 8 between € 3,860 and € 5,510 depending on relevant professional experience.
