About MIDA

The Migration for Development in Africa (MIDA) Somalia programme supports the mobilization of resources and expertise of the Somali diaspora to contribute to the stabilization and development of Somalia, while ensuring that skills and knowledge are transferred to the host institutions and retained by local staff once the diaspora experts complete their assignments.

About institution

The Ministry of Health of Jubaland State seeks a qualified Reproductive health Adviser to enhance the ministry’s capacity to develop, implement and monitor quality sexual maternal and reproductive health program. The adviser will provide Technical Support to JMoH on the development of Sexual Reproductive Health guidelines, frameworks, and indicator trackers in close collaboration with the DG and senior health staff in the region.

Activities / Key Results Expected

Under the overall supervision of the Director of Family Health Department in the Ministry, the local expert will be responsible for the following tasks: · Support JMOH in strengthening access to quality reproductive health services.

· Guide the development and implementation of policies, strategies and plans for sexual, maternal and reproductive health service (SRH) and family planning · Provide technical leadership and support in strengthening health systems and improving integrated approach to maternal health, reproductive health commodities and family Planning · Represent JMoH in Coordination meetings related to SRH programs · Take the lead in organizing JMoH sexual reproductive health meetings, trainings and workshops including the preparation of dissemination of meeting minutes as needed · Provide technical support and advocacy effort to JMOH sexual reproductive health department · To strengthen SRH delivery and increase demand for and Access to Services through modelling client friendly SRH services for special needs groups and the community.

· Support JMOH resource mobilization activities towards SRH programs i.e. concept note development and proposal writing.

· To support JMOH in development and implementation of sexual and reproductive health annual work plans.

· To contribute to effective communication and collaboration between the JMOH sexual reproductive health unit and implementing partners to achieve the projects goals.

Target Outputs (Measurable Results)

Concrete deliverables to be produced/undertaken by the RH adviser during the assignment: To be specified in the work plan of the local consultant.**

MIDA requirements

Besides the specific outputs mentioned in section IV, MIDA is requiring the following actions to be undertaken throughout the assignment. These are standard requirements for all assignments under this project:
  1. Knowledge and skill training: The main objective of this is for the local consultant to acquire continuous and systematic knowledge and skills as related to the assignment. It should be agreed with the beneficiary institution that the local consultant should be assigned to a diaspora expert in order to benefit from their knowledge and skills. There are templates/tools for the local consultant to facilitate, outline and take stock of the trainings received, competencies gained and the different learning stages.
  2. Work plan: A work plan will have to be developed with the diaspora expert during the first week of assignment which will provide clear and time bound activities to successfully achieve the outputs of the assignment. This work plan will be shared with the IOM Project Assistant. This work plan can be revised during the mid-term review to reflect new developments or changes in strategy.
  3. Mid Term Review: there will be a mid-term review of the assignment between the local consultant and the diaspora expert and the beneficiary institution to discuss the performance of the local consultant.
  4. Interim and Final Reports: A progress report will be submitted by the local consultant to the diaspora expert and to the IOM Project Assistant. Thereafter a final report will be provided at the end of assignment.

Qualifications

Level of Education: Master’s degree in Health Science field** Area of Study: Health sciences (public health, Medicine, Reproductive health or Nurse) or other directly related field in sexual, maternal and reproductive health.

Years of work experience in what area(s): 5-7 years relevant experience** Languages needed: English and Somali General Skills / Other Requirements: · Experience working in sexual reproductive health services projects.

· Experience working with ministry of health supporting Health Programs · Experience in facilitating the Capacity Building efforts of diverse colleagues, including local and international partners/agencies.

· Familiarity and experience in health/reproductive health programming in humanitarian setting and resilience an advantage · Ability to take leadership in strengthening sexual and reproductive health · Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.

· Experienced analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access).

· Knowledge in computer statistical package · Demonstrated experience in capacity building.

Subsistence Allowance

The monthly stipend amount will be determined based on Postgraduate degree and years of relevant experience.

Security and insurance modalities

Health insurance, including evacuation due to medical Emergency, will be provided by the project. However, experts will be requested to provide a recent medical certificate stating that they are physically well and apt to work in a hardship area in Africa.

Please note that IOM, according to the contract, will not be responsible for the security of the qualified Somali expatriates. The host beneficiary institution will be responsible for the security of the individual.

Before leaving the country of residence and upon arrival in Nairobi or in Somalia, the qualified Somali expatriate will receive a pre-departure briefing including security advice and cultural background.
