Department Purpose

The Regional Platform (RP) of Oxfam in the Middle East and North Africa (MENA) has a mandate to:
  • Provide strategic leadership, management & accountability of and to Oxfam Country Programmes in MENA.
  • Deliver regional impact, developing partner relationships, brand and impact in the region through relevant influencing and advocacy work, public engagement and programming
  • Connect, coordinate, convene – Connect practitioners to sources of expertise, convene people to share knowledge and learnings, and coordinate Capacity Building initiatives
  • Enable operational agility and efficiency – Provide support to Oxfam country offices
Team Purpose

Masarouna is a 5 year, multi-country programme implemented by a consortium comprised of the Arab Foundation for Freedoms and Equality (AFE), RNW Media and Oxfam Novib. The programme will be implemented in six countries/territories: Egypt, Iraq, Jordan, Lebanon, the Occupied Palestinian Territory (OPT) and Tunisia, and has as a main objective to support young people achieve more freedom to enjoy their sexual and reproductive health and rights in inclusive societies. The overall objective is to improve social justice for young people in the six countries, empowering them to reclaim civic space and speak up for their rights to make their societies more inclusive underpinned by principles of equality and non-discrimination.

Activities under Masarouna will be mainly implemented by Oxfam country offices or country partners. It has also a regional component that is managed by the RP, which will be implemented by partners and directly by Oxfam.

This position will be responsible for managing the regional activities that are under the RP, in Coordination with RP partners, other Oxfam offices, and the overall Masarouna Programme Management Unit led by Oxfam Novib.

Job Purpose

The Masarouna RP Project Manager will be in charge of coordinating, managing, monitoring and reporting the activities under the responsibility of the RP within Masarouna. S/He will ensure the achievement and quality of the outcomes and outputs linked to RP-managed regional component of Masarouna. For this, s/he will coordinate with: i) RP colleagues involved in Masarouna (Reg. Gender Justice Coordinator, Reg. Gender Justice Advocacy Advisor, Reg. Media and Comms, Reg. MEAL Advisor, Reg. Protection Advisor, Admin and Finance Officer) to manage their planned contributions to planned activities; ii) with RP regional partners, to ensure implementation and reporting of the agreed upon workplan; iii) with Country Offices and Masarouna Programme Management Unit (in charge of coordination and management of all components of the programme), to ensure coherence with global programme strategy.

Job Responsibilities

1. Project Management - 55%

· Develop annual implementation plans and budgets based on the global project proposal.

· Coordinate and lead where relevant on those activities under direct implementation of RP, in close collaboration with RP colleagues assigned to activities.

· Monitor activities of the regional component of the project under RP, either those implemented by RP directly or by partners. S/he will ensure compliance with donor’s requirements and in alignment with MENA regional strategy; · Liaise with Masarouna coordinators at the global and country level to ensure smooth, well-coordinated and effective activities.

· Monitor expenditure of RP-managed component of the programme, based on the inputs from the Admin and Finance Officer.

· Ensure smooth implementation of the MEAL plan · In close coordination with Admin & Finance Officer and other RP colleagues, prepare financial and narrative reports to be submitted as per internal Oxfam Project Agreements.

· To monitor risks and challenges over implementation and suggest ways forward.

2. Grants and partnerships management – 35%

· Prepare grants agreements with regional partners, with the support of Admin & Finance Officer.

· Support partners to develop accurate plans in accordance with partnership agreements.

· Follow up on and monitor the progress and quality of partners’ program and financial implementation and reporting.

· Establish good working relations with partners and ensure collaboration.

· Track partner’s timely expenditure of their budgets.

· If needed identify new partners, in coordination with other relevant RP colleagues.

3. Strategic leadership and technical expertise of gender and SRHR – 10%

· Coordinate and liaise with gender and SRHR organizations in the region to ensure visibility and build partnerships that can inform future activities.

· Contribute to development of new funding opportunities in MENA on SRHR and gender justice, in collaboration with RP and CO colleagues.

Job Requirements


· A master’s degree in social sciences, development studies, gender studies or equivalent · Proven experience in Program Management of regional programs in international NGOs.

· Excellent knowledge of budgeting and report writing · Basic understanding of Financial Management and oversight and control · Sound knowledge of MENA region · Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure.

· Must be organised and efficient.

· Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.

· Willingness and ability to travel an average 3 or 4 times a year within the MENA region.

· Committed to Oxfam principles · Proven influencing and negotiating skills with internal and external audiences … · Languages: excellent English spoken and written / Arabic highly desirable and will be considered as an important asset during job evaluation.


· Ability to communicate fluently in Arabic will be positively considered during the evaluation process.

· Technical knowledge in SRHR and youth sector in MENA · Basic knowledge of MEAL and ability to understand and analyse basic gender data Key Attributes:
