Organizational Setting:

The main aim of the Food and Agriculture Organization’s (FAO’s) Representation in Egypt, which is headed by an FAO Representative, is to assist the Government of Egypt to develop policies, programmes and projects to improve food security and nutrition, promote sustainable Agricultural Development, reduce rural poverty, develop inclusive agri-Food Systems and strengthen livelihood resilience – in line with the Organization’s Strategic Objectives and United Nations’ global and Government of Egypt’s national Sustainable Development Goals.

FAO has been requested by the Government to provide technical assistance to the International Fund for Agriculture Development (IFAD)-funded project, ‘Sustainable Agriculture Investments and Livelihoods (SAIL)’ through a 30-month project titled ‘Enhancing Crop and Livestock Production and Productivity in New Lands of Kafr El-Sheikh, Bani Sweif, Minya and Aswan Governorates through the Adoption of Innovative Climate-Resilient Agricultural Practices and Technologies’. The objective of the FAO-implemented project is to “improve the impact of farmer field schools (FFSs) established and implemented across the New Lands of Egypt” in supporting “3,000 men and women smallholder farmers to adopt sustainable climate-smart agricultural (CSA) and natural resources management (NRM) practices and technologies”.

Reporting Lines:

Under the overall supervision of the FAO Representative in Egypt (FAOR), direct supervision of the FAO Project Manager/FFS Specialist and in close collaboration with the relevant operations, finance and administrative units in FAO’s Regional Office for the Near East and North Africa (RNE) in Cairo and international and national consultants of the Project Implementation Unit (PIU), Management Assistant will be responsible for the below mentioned tasks: Technical Focus:

Supporting FAO’s Finance and Administration Specialist to conduct operational, human resources’, financial and administrative support functions that ensure the efficient and effective delivery of project activities Tasks and responsibilities:

Under the overall supervision of the FAO Representative in Egypt (FAOR), direct supervision of the FAO Project Manager/FFS Specialist and in close collaboration with the relevant operations, finance and administrative units in FAO’s Regional Office for the Near East and North Africa (RNE) in Cairo and international and national consultants of the Project Implementation Unit (PIU), the Operation Assistant will be responsible for the below mentioned tasks:
  • Ensure that financial commitments and expenditures are accurate and consistent with established financial guidelines and operational plans.
  • Provide assistance to management of the Project’s human resources, including the drafting of terms of reference (ToR), contracts and sub-contracts,
  • Provide assistance in the procurement of the project’s requirements, including the preparation of technical specifications
  • Make arrangements for project-related workshops, meetings, Training Courses and events, implement logistics, prepare correspondence and compile and distribute documents.
  • Organise and participate in meetings, workshops, training courses and other project events, as required.
  • Undertake duty travel and perform other related tasks as required by the Project Manager
  • Design and implement appropriate ongoing monitoring and evaluation mechanisms, including tools, templates and timeframe for data collection,
  • Create governorate-level databases of FFSs established and implemented or failed and support a feedback mechanism of shared databases to enable regular and needs-base exchange of information between FFS facilitators, master trainers, project managers, as well as extension directors and officers, researchers and policy makers
  • Conduct capacity building and training for members of the PIU and staff of implementing partners and service providers in relation to survey preparation, data collection methodology and reporting.
  • Present the findings of the monitoring, evaluation and Analysis of the implemented project activities on a monthly basis to the Project Manager
  • Report on the overall implementation of project activities, including constraints, lessons learned and recommendations for better implementation, including full participation in the Project’s Mid-term Review and any other evaluations requested by FAO, the Government of Egypt and IFAD.
  • Develop and maintain a database of project outputs, activities and beneficiaries with key indicators.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree/college diploma in business or public administration, financial management, accounting, business management or a related discipline.
  • Five years of relevant experience in financial management, human resources management, public administration and operational planning, with time spent working on donor-funded agricultural and rural development projects considered an asset.
  • Fluency in the English and Arabic languages.
  • National of Egypt.

  • Extent and relevance of experience in project operations whereby financial management, human resources management, public administration and operational planning come under one position.
