Job Overview:
The Maintenance Engineer position involves providing substantial input to the overall maintenance plans for UNRWA facilities. The incumbent will assist in conducting annual technical surveys of all Agency buildings and installations within their designated area to determine maintenance priorities, needs, and financial requirements. They will be responsible for preparing and updating annual work plans for maintenance works, reviewing Bills of Quantities and cost estimates, and ensuring that all maintenance projects are completed within the prescribed time frame and funding parameters. The role requires effective planning, directing, and coordinating of maintenance activities, as well as Contract Management and site supervision. The Maintenance Engineer will also be tasked with monitoring project documentation, ensuring compliance with technical instructions and guidelines, and conducting site visits to resolve issues that arise during project implementation. This position is crucial for maintaining the quality and safety of UNRWA facilities and ensuring that they meet the operational needs of the organization.

Duties and Responsibilities:
The Maintenance Engineer will be responsible for a variety of duties, including:
  • Providing substantive input to maintenance plans and conducting annual technical surveys of Agency buildings to assess maintenance needs.
  • Preparing and updating annual work plans for maintenance projects, including cost estimates and Bills of Quantities.
  • Planning, directing, and coordinating maintenance activities to ensure projects are completed on time and within budget.
  • Managing contracts related to maintenance projects and ensuring compliance with UNRWA standards.
  • Conducting site visits to monitor project progress and resolve any arising issues.
  • Reviewing and certifying daily and weekly site reports, and preparing comprehensive progress reports.
  • Contributing to the pre-qualification process and Analysis" id="link" class="link">Technical Analysis of submitted tenders.
  • Implementing communication plans and coordinating with user departments to meet their operational needs.
  • Performing other duties as assigned by the Field Maintenance Engineer.

Required Qualifications:
Candidates must possess a university degree in Civil Engineering from an accredited institution. Additionally, they should have a good command of written and spoken English and Arabic. The position requires at least four years of working experience in maintenance works, with a minimum of two years in site supervision and technical Administration. Strong competencies in leading and supervising teams, coping with pressure, networking, and planning and organizing are essential for success in this role.

Educational Background:
A university degree in civil engineering from an accredited university or institution is required for this position. This educational background provides the necessary technical knowledge and skills to effectively manage maintenance projects and ensure compliance with engineering standards and regulations.

Experience:
The Maintenance Engineer position requires a minimum of four years of relevant work experience in maintenance works. Out of these four years, at least two years must be dedicated to site supervision and technical administration. This experience is crucial for understanding the complexities of maintenance projects and effectively managing them to meet UNRWA's standards and requirements.

Languages:
A good command of written and spoken English and Arabic is mandatory for this position. Proficiency in both languages is essential for effective communication with team members, contractors, and other stakeholders involved in maintenance projects.

Additional Notes:
This position is a Fixed Term Appointment for three years, including a one-year probation period, with the possibility of extension based on performance and funding availability. The grade for this position is Grade 14, with a monthly salary of USD 2,213.4, which includes a basic salary, special occupational allowance, and additional allowances. Benefits include a monthly Provident Fund contribution, compulsory medical insurance, 30 days of annual leave, and dependency allowance if applicable. The incumbent may also receive sick leave, maternity leave, and paternity leave as per UNRWA policies. It is important to note that this vacancy is open only to internal candidates residing in Lebanon and within commuting distance of the duty station. The Agency will not facilitate work permits for candidates without valid authorization to work in Lebanon.
