Job Overview:
The Logistics Officer will serve as the primary point of contact for the procurement of services and supplies for NRC's West Bank Area Office, which is based in Ramallah. This role involves supporting NRC's sub-offices and programs throughout the West Bank in collaboration with the WB Logistics Coordinator. The Logistics Officer is tasked with evaluating bids, suppliers, products, and services, negotiating contracts in accordance with NRC policies and internal regulations, and ensuring compliance, quality, and value for money. The position requires a proactive approach to procurement, maintaining supplier databases, and ensuring timely delivery of supplies while keeping all relevant parties informed of any changes.
Duties and Responsibilities:
The Logistics Officer will be responsible for effective and timely procurement support in line with NRC procurement timelines as delegated by the Logistics Coordinator. Key responsibilities include ensuring adherence to NRC handbooks and SOPs, maintaining an accurate supplier information database, actively searching for suppliers, preparing supporting documentation for procurement processes, liaising with program departments regarding supply delivery, maintaining procurement files for timely payments, and supporting Asset Management in West Bank offices. The officer will also respond to audit requests and fulfill any other reasonable requests related to the job description as required by the line manager.
Required Qualifications:
Candidates must possess a minimum of 3 years of experience in Supply Chain, Logistics, or a relevant field. They should demonstrate a strong understanding of procurement processes, compliance with SOPs, and organizational policies. Attention to detail is crucial, along with the ability to work effectively in complex and volatile contexts. Previous experience working with NGOs in Palestine is considered an advantage. Fluency in both English and Arabic, both written and verbal, is mandatory for this position.
Educational Background:
A relevant educational background in Supply Chain Management, Logistics, or a related field is required. Candidates should have qualifications that support their experience in procurement and Logistics Operations, particularly in humanitarian or recovery contexts.
Experience:
The position requires candidates to have documented results related to the responsibilities of the role, with a preference for experience in logistics within humanitarian settings. Familiarity with the West Bank procurement market is essential, along with a demonstrated ability to comply with organizational policies and procedures.
Languages:
Fluency in English is mandatory, both written and verbal. Additionally, fluency in Arabic is also required, ensuring effective communication within the local context and with stakeholders.

The position is based in Ramallah and is classified as Grade (05) Step (01). The contract duration is for 12 months, renewable based on the needs of the position, funding availability, and performance.
