Job Overview:
The Logistics Manager is responsible for ensuring the integration and standardization of logistics processes across Honduras, El Salvador, Guatemala, and Mexico. This role aligns operations with NRC's regional strategic goals and objectives, including supply chain management and recruitment of new personnel. The Logistics Manager ensures compliance with NRC and donor standards, adapting them to the operational context of each office. The position involves overseeing procurement, fleet management, warehousing, transportation, Asset Management, and evaluating supply chain management in NRC's Program Implementation across all areas. The Logistics Manager plays a crucial role in maintaining a balance between global NRC standards, donor requirements, and local operational contexts, providing strategic and effective support for program/Project Implementation.
Duties and Responsibilities:
The Logistics Manager is tasked with adapting logistics procedures to ensure compliance with NRC's Logistics Manual, policies, and donor requirements. Responsibilities include creating and adapting logistics policies that meet NRC's global standards while being flexible enough to respond to emergencies or changes in the operational environment. The role involves implementing NRC's logistics systems and procedures, training and supporting area management, and providing technical guidance to the logistics team. The Logistics Manager manages matrix teams across the four countries, promoting collaboration and Capacity Development among local teams while ensuring effective communication to meet NRC's operational and strategic objectives. Additionally, the manager is responsible for establishing filing systems according to NRC standards, initiating and maintaining necessary leases, licenses, and contracts with relevant authorities and suppliers. Specific responsibilities include ensuring an adequate warehouse management system in the region, providing technical guidance on communication equipment management, proposing actions to ensure logistical knowledge and capacity throughout the project cycle, and maintaining proactive contacts with international and regional humanitarian actors to coordinate and improve logistics services.
Required Qualifications:
Candidates must possess a minimum of a Master's degree with a specialization in supply chain management, logistics, industrial engineering, or related fields from a recognized national or international university, or have significant experience in related areas. A minimum of 3 to 5 years of experience as a senior Logistics Manager in a humanitarian or recovery context is required, along with at least 3 years of managerial experience supporting executive decision-making. Candidates should have proven experience working in complex and volatile contexts, with the ability to make strategic decisions under pressure while managing logistical risks and ensuring operational continuity during crises. Documented results related to the responsibilities of the position are essential, as well as knowledge and skills in market assessments, cash-based interventions, and the implementation and supervision of digital technologies and systems, including ERP, for optimizing supply chain management and data Analysis.
Educational Background:
The educational background required for this position includes a Master's degree in Supply Chain Management, Logistics, Industrial Engineering, or similar fields from a recognized institution. Alternatively, significant experience in related areas may be considered in lieu of formal education. Candidates should have a strong foundation in supply chain management principles and practices, as well as relevant certifications that demonstrate expertise in logistics and supply chain operations.
Experience:
Candidates should have a minimum of 3 to 5 years of proven experience in a similar role, particularly in a humanitarian context. Experience in managing logistics in complex and volatile environments is crucial, as is the ability to make strategic decisions under pressure. The role requires a demonstrated ability to manage risks and ensure operational continuity during crises, as well as experience in leading teams and fostering collaboration across multiple countries.
Languages:
Fluency in Spanish is mandatory, given the operational context in Central America. Proficiency in English is also highly desirable, as it facilitates communication with international partners and stakeholders. Additional languages relevant to the region may be considered an asset, enhancing the candidate's ability to engage with diverse communities and organizations.
