Job Overview:

The logistic assistant- procurement is to assist and ensure effective and timely day-to-day implementation and management of the procurement related functions and process and as well other procurement related issues at Badghis Field Office. The Procurement Assistant will process procurement files and report procurement activities in a transparent and accountable way, ensuring that goods, works, and services are delivered efficiently, in-line with NRC processes and procedures and in accordance with the principles off best values for money.

Generic responsibilities:

Ensure adherence with NRC and donor policies, tools, handbooks, and guidelines.
Implement delegated CC project portfolio according to plan of action. Prepare and develop status reports as required by management. Ensure proper filing of documents. Use initiative in day-to-day Problem Solving in line with agreed procedures, priorities, and standards for the area of work. Promote and share ideas for technical improvement. Assist with the implementation of the support function portfolio according to plan of action. Promote and share ideas for improvement of the support function.

Specific responsibilities

Process procurement files for Badghis level purchases, ensuring clear and detailed supporting documents are prepared and authorized in-line with NRC procurement processes. Work with purchase requesters to ensure that selection criteria are agreed at the start of the procurement process and that clear selection criteria are included in all Requests for Quotations. Ensure that a transparent method for supplier selection is used and documented for all purchases. Track current procurements and update them bi-weekly as per the Procurement Tracker Sheet (PTS) and forward the PTS to the line manager. Procure all requested purchases in a timely manner. by working closely with purchasing Logistics-officer" id="link" class="link">Logistics Officer and logistics Coordinator Organize to obtain necessary price quotations for local procurements To review the market regularly for changing prices. improved quality and quantities of goods available. Manage Badghis Field Office stock and ensure that all items are received, dispatched, and stored properly. Stock cards are accurately done, and monthly stock reports are produced/shared. Prepare, check, and share plans, records and reports as required (e.g., status reports, inventory lists) Ensure all NRC assets/premises are in good condition and monitor maintenance/repairs if required. Ensure proper handover (Check In & Check Out)/Asset Transfer Forms ATF, including signatures, for all
equipment allocated to NRC staff. Ensure proper filing of all documents relative to assets management as per NRC policy (Loss and damage report, Asset transfer is tagged in collaboration with Logistics Coordinator. Ensure that all records including inventory lists, stock cards of NRC items and equipment are updated and easily available to authorized users. Ensure the NRC Asset Management system including management of the premises is kept up to date and fully functional and logistics records are properly filed and maintained in electronic and archive filing systems. Any other related duties as assigned by his/her line manager

Generic professional competencies:

At least 2 years’ experience in a similar role/position in an INGO or humanitarian agency. Previous experience of working in a complex and volatile Logistic context. Good in English, both written and verbal Active problem solving with a focus on collegial working and supportive staff to own solutions. Cultural sensitivity and ability to work with a diverse team. Personal commitment and drive for timely and high-quality results Proactive, able to multi-task and flexible to changing priorities.

Context/ Specific skills, knowledge and experience:

Having knowledge of asset management and reporting Bachelor degree in economic or Equivalent Good computer skills - MS Office & database. Good control and supervisory skills Good communication skills Comfortable and willing to work in a dynamic security context. Experience designing and implementing Logistical best practice. Demonstrated experience of Capacity Building of staff through coaching, training and mentoring. Dynamic and motivated with a positive and collegial attitude to joint problem solving. Able to work under pressure, to tight deadlines, and with competing priorities.
