Job Description

Desired start date: 15/09/2021 Duration of the mission: 6 months (renewable) Location: Position based in Al Mokha


SI opened its mission in Yemen in 2017, establishing its Coordination in Aden. With the support of the Emergency DESK, SI mission was able to quickly acquire operational capacity, which was first deployed in Lahj Governorate, for implementation of WASH and Food Security Programming. Over the course of 2018, SI expanded the geographical scope of its intervention, and established presence in Al Turbah and Al Mokha in Taizz Governorate. With the opening of Al Mokha base late 2018, SI was one of the first humanitarian actors to start operations on the “West Coast”. In Al Turbah, SI is expanding its programming to recovery-type of projects, and has opened late 2019 an office in the city of Taizz, which after Hodeidah has been the second main frontline of the war. SI is currently expanding it’s programing in the city with a frontliner positioning and is currently the only organization with MSF-OCA to have a permanent office with expat presence in the city.

For the year 2021; the mission has a forecasted budget of about 10M Euros. It operates from Aden, where the coordination is based, and 2 main operational field bases located in Al Turbah and Al Mokha with sub-offices in Taizz and Khowkha. The mission is composed of 19 expatriates and about 120 national staffs and is funded by BHA, CDCS, YHPF, SDC, DutchMoFA and ECHO. SI Programming in Yemen focuses on emergency response, protracted needs and recovery mechanisms, through multi sectorial approach. In Al Mokha, SI implements mainly WASH programs, funded by ECHO, CDCS, and SDC and Dutch MOFA.

SI has been one of the first humanitarian actors to access the West Coast, and remains as of today positioned in hard-to-reach areas close to the frontline of Hodeidah. SI aims at maintaining this positioning and further expanding its presence in southern districts of Hodeidah.


  • General objectives
The Logistics & Admin Manager leads the base’s support departments in Al Mokha (with sub-base in Al Khawkha City).


In coordination with the Logistics, Finance and HR Coordinators and under the leadership of the Field Coordinator, he/she develops the strategic logistics, finance and HR orientations at base level. He/she strengthens the procedures and supervise the Capacity Building and empowerment of the support team. He/she makes sure to roll out compliance, ensure adherence to SI procedures and organize internal control checks. In coordination with other departments, he/she participates to projects development.


  • Participate to the base inter department’s information sharing mechanisms and coordination
  • Ensure coaching and capacity building of the Deputy Log manager
  • Strengthen internal control and compliance
  • Roll out mission HR strategy: structuration, stabilization, capacity building
  • Reinforce base’s financial forecast skills

The base Logistics & Admin Manager will directly manage 2 members of the Administration staffs (1 finance, 1 HR) and 2 members of the logistics staff (Deputy Logistics Manager and 1 log/adm supervisor) and lead an overall team of 8.


Education and experience

  • Diploma and/or experience is relevant field (finance, HR, logistics)
  • Previous experience as a Admin Manager (2-3 year) a prerequisite;
  • Previous logistics experience is an asset;
  • Experience in unsecure contexts is an asset;
Knowledge and technical skills

  • Good and proven writing and spoken English are required;
  • Knowledge of the tools SI works with (such as HOMERE and SAGA) would give a strong advantage.
  • Knowledge of the humanitarian logistics process is a strong asset.
  • Perfect use of MS office
Transferable skills

  • Transferable skills in FIN ADM HR is highly appreciated;
  • Strong capacities on training and capacity building

A SALARIED POSITION: starting from 1980 euros gross per month (1800 € + 10% annual leave allowance paid monthly) and a monthly per diem of 750 USD a month. Please note that salary is not negotiable with SI.

VACATION: During the assignment, a system of alternation between work and time-off is implemented at the rate of one break after two months spent on the field. For a one-year assignment, the expatriate will have a 9 calendar days break for every 2 months spent on the field (with 850 USD allocated by Solidarités). In addition to these regular break, SI adds a day off per worked month. These days off as well as the breaks are not deducted from the paid leaves that are paid every months with your salary as they are offered by the organization.

SOCIAL AND MEDICAL COVER: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.



The situation in terms of security remains tense in Aden and its surrounding Lahj governorate, due to the proximity of the frontline, the political unrest and the presence of various armed opposition groups. Main identified threats for Aden are crossfire (wrong place wrong time), kidnapping or hostage taking (even though there is no proven history of kidnapping of expatriates), crowd mob and road accidents.

Al Mokha

The situation in Al Mokha city is relatively safe, due to significant military presence. Field visits are possible for international staff if the security situation allows. But movements are overall framed in a low profile strategy.

Key information about living conditions Aden

The Coordination Team and office are based in Aden.

Passing by Aden you’ll be accomodated in a shared guesthouse (same building of the office). Security rules in Aden are rather restrictive, with a curfew at 8 pm, extended to 9 pm in the area where most INGOs are located. Trips to the field is possible for expatriates under certain condition but are limited to keep the presence of international staff low profile.

Al Mokha

Living conditions are good in a new guest-house/office building fully furnished gym room, with internet, and regular access to electricity. There are currently other expatriates from 5+ other INGOS permanently based in Al Mokha. The position is based in Mokha, but activities take place also in other districts along the West Coast.

A sub-base was opened in 2019 in Al Khowkhah, located 1 hour-drive from Al Mokha, where expatriate might occasionally spend some nights.

Covid 19 :

Solidarités International recommends vaccination against Covid-19, using WHO approved vaccines. If possible, the vaccination should be done before departure in order to reduce the logistical constraints once on the ground.
