Job Overview:
The Local Security Assistant will play a crucial role in the Security Administration and Support Unit of UNAMA. This position is essential for ensuring the smooth functioning of administrative and logistical processes that are vital for the Security Section's operations. The Local Security Assistant will be responsible for supporting procurement, managing security assets, coordinating financial activities, and facilitating the delivery of Security Services. The role requires effective record-keeping, reporting, and Coordination with finance and procurement units to maintain operational readiness and respond efficiently to mission needs and challenges. The position is supervised by the Principal Security Adviser and involves direct reporting to the Supervisor of the Unit, ensuring that all tasks align with the overall objectives of the Security Section.
Duties and Responsibilities:
The Local Security Assistant will undertake a variety of tasks, including but not limited to: assisting in preparing requisitions and shopping carts in alignment with budgets and product specifications; compiling expenditure data and assisting with financial reports; processing fund obligations and commitments for security services; coordinating with finance on payment approvals and cost recovery documentation; preparing Low-Value Purchase Orders and Service Entry Sheets; organizing technical evaluations and performance reports for procurement and Contract Management; maintaining accurate records and assisting in preparing documents for audits and management reviews; and performing any other functions as assigned by the Supervisor. This comprehensive set of responsibilities ensures that the Security Administration and Support Unit operates efficiently and effectively in support of UNAMA's mission.
Required Qualifications:
Candidates for the Local Security Assistant position should possess strong organizational skills, attention to detail, and the ability to work collaboratively in a team environment. Proficiency in financial tracking and reporting, as well as experience with procurement processes, is essential. The ideal candidate should also have excellent communication skills and the ability to manage multiple tasks simultaneously. Familiarity with UN procurement and financial systems, such as Umoja, is highly desirable. Additionally, candidates should demonstrate a commitment to the principles of the United Nations and a strong understanding of the security context in Afghanistan.
Educational Background:
A minimum of a high school diploma is required for the Local Security Assistant position. However, a degree in finance, business administration, or a related field is preferred. Relevant certifications in procurement or Financial Management would be an advantage. Continuous professional development and training in areas related to security administration and support are also encouraged to enhance the candidate's qualifications.
Experience:
Candidates should have at least 2-3 years of relevant experience in administrative support, procurement, or financial management, preferably within a security or peacekeeping context. Experience working with international organizations, particularly the United Nations, is highly valued. The ability to demonstrate a track record of effective collaboration and support in a team-oriented environment is crucial for success in this role.
Languages:
Fluency in English is mandatory for the Local Security Assistant position. Knowledge of local languages spoken in Afghanistan, such as Dari or Pashto, is considered an asset and would enhance communication with local stakeholders and partners. Proficiency in additional languages may also be beneficial, depending on the specific needs of the Security Section.
