Project Summary:

MSI will be conducting a decentralization Analysis for the United States Agency for International Development in Tunisia (USAID/Tunisia) to help 1) inform its new Country Development and Cooperation Strategy (CDCS), 2) contribute to its future programming in decentralization, and 3) inform the Ministry of Local Affairs and Environment and other stakeholders on the current state of decentralization and possible areas for external assistance. The assessment is envisioned to assist USAID, the Ministry of Local Affairs and the Environment, and other donors to look at the technical and political barriers to and donor-funded opportunities for decentralization in Tunisia.

Position Summary:

MSI is seeking to recruit two local experts, based in Tunisia, to serve as a short-term technical assistant (STTA), to provide research, local level Data Collection and analytic support for an upcoming Tunisia Decentralization Assessment (TDA) to be conducted for the USAID Tunisia Mission. Working as part of a larger team (both US and Tunis-based), the STTA will carry out the tasks listed below, in Coordination with MSI, USAID/Tunisia, and the Ministry of Local Affairs and the Environment. The anticipated timeline for this assignment is May – September 2021.


  • Work in coordination with the Team Lead (TL), help Design and/or contribute to the development of the assessment plan and methodology
  • Support the formulation of interview/research questions for planned semi-structured interviews with key informants (KIIs) and potential focus group discussions to inform local level data collection and complement potential gaps identified through the literature review/Desk Research
  • Conduct field work (interviews/meetings, site visits, group discussions) in coordination with other relevant researchers
  • Meet with relevant local stakeholders and government officials which may require possible travel
  • Review and analyze responses obtained from key informant interviews and group discussions, i.e. analyze overall results of the field work
  • Contribute to drafting key findings and recommendations as well as any other pertinent sections of the final assessment report as may be directed by the Team Lead
  • Respond to all queries and incorporate all potential feedback and requests for revisions received from USAID to support the production of the final assessment report and final presentations
  • Deliver two presentations (USAID and a joint USAID and the Ministry of Local Affairs and the Environment on key findings and recommendations; the joint presentation will be conducted in French)

  • Masters Degree (MSc) in a relevant field such as international development, political science, or International Relations required
  • A minimum seven years of relevant work experience
  • A minimum five years' professional work experience relating to the area of decentralization, Local Governance systems and institutions, Local Development and/or basic service delivery
  • Experience conducting governance and/or political economy analysis
  • Previous experience conducting donor funded (preferably USAID) assessments preferred
  • Current familiarity with the Tunisian political context as it relates to the ongoing decentralization reform process
  • Experience with donor-assisted decentralization support programs preferred
  • Strong interpersonal skills and previous experience engaging and/or working with Tunisian government officials highly desired
  • Ability to travel outside of Tunis
  • Flexibility and adaptability in meeting the client's needs and requirements
  • Fluency in English, Arabic and French required
