Job Description

  Under the 2015 Paris Agreement, countries unanimously agreed to work toward global goals that would limit global average temperature rise. Specifically, the Agreement seeks to limit the rise in the world’s average surface temperatures to “well below” 2°C above pre-industrial times this century, while “pursuing efforts” for 1.5°C. It also sets a target of eliminating global GHG emissions by the second half of the century – or at least compensating any residual emissions through, for example, forest growth.

A key principle in the Paris Agreement is that no country should backslide on its intentions, which were put forward in climate action plans known as “Nationally Determined Contributions”, or NDCs. The NDCs describe each country’s self-determined strategy for curbing GHG emissions, typically in five- or ten-year periods (i.e., currently until 2025 or 2030). Most also include plans to increase resilience. Individually, NDCs represent each country’s climate priorities and vision for achieving sustainable development. Aggregated, they represent the world’s collective efforts to fight Climate Change.

However current NDCs are estimated to collectively result in a temperature rise of 2.9 to 3.4 degrees C by 2100. All countries are expected to submit increasingly ambitious NDCs every five years, often described as a “ratchet mechanism”. Achieving the Paris Agreement’s goals will require an emissions peak as soon as possible, followed by sharp reductions in GHG emissions. Therefore, many see high ambition as fundamental to get on track to 1.5°C and counter a worrying trend of rising emissions. The transformative climate action required needs a global commitment to raising ambition, articulated in the next generation of NDCs, to create economic drivers that shift investments away from fossil fuel use and carbon-intensive practices. Furthermore, many changes have occurred since the current NDCs were prepared that may provide a strong technical and economic rationale for revising the NDC.

The Climate Promise is UNDP’s response to this challenge through securing that any country wishing to increase the ambition of their national climate pledge is able to do so. Promise support draws upon UNDP’s extensive portfolio of expertise across priorities such as energy, forests, water, resilience, Agriculture, health, youth, finance, governance, gender equality and green jobs. It also builds upon UNDP’s established track record in supporting governments to discuss, design and deliver climate action under Paris Agreement.

Under umbrella of the Climate Promise the UNDP is supporting the Government of Montenegro of rethinking and redesigning its NDC with higher level of commitment. As part of this process the project focuses on set of information sharing initiatives and support actions aimed at the private sector as one of key players in combating the effects of climate change.

Within this context the project supported the first Climathon, a world-renowned environmental competition dedicated to climate change. The first Climathon in Montenegro was organized by the NGO "Nest", under the auspices of the Delegation of the European Union to Montenegro, and in cooperation with the Ministry of Science, the United Nations Development Program (UNDP), Telenor, the Podgorica capital, the Chamber of Commerce of Montenegro, Erste Bank and the Foundation Petrovic Njegos.

10 teams, out of 43 applying, competed with ideas in a 24-hour hackathon, in which participants propose innovative solutions to problems in urban areas, related to the climate crisis. For selected candidates the project will secure mentoring support and services for further development of the concepts.

Duties and Responsibilities

Objective of the assignment: Engaged Consultant will provide support to 5 start-ups to build profitable businesses that address climate change and waste issues.

Job content: Consultant will be engaged under Individual Contract and will work under supervision of Programme Manager.

The consultant is expected to: In close coordination with UNDP team, the Consultant will be responsible for developing Advisory Services to be offered to the supported entrepreneurs. These services should include, but will not be   limited, to the technical and professional entrepreneurial development advisees, including needs assessment of each entrepreneur.

Topics to be covered by the exercises:
  • strategic planning,
  • financial planning,
  • management practices and networking in business
Specific responsibilities will include:
  • Assess the capacity and needs of existing and prospective entrepreneur;
  • Develop the tailor-made advice and work with prospective entrepreneurs to make the incubated venture successful,
  • Support for users should stimulate them to create new/further develop existing innovative ideas, thus contributing to the creation of new high-skilled jobs and raising of employment rate in the targeted area.
Expected results/ Deliverables:
  • Mentoring activities delivered as direct support;
  • Transfer of relevant know-how and entrepreneurial skills from experienced experts to the users, and thus teaching them how to achieve the most efficient performance of their business activities on their own in the future;
  • Development of business plans for participating start-ups.
Time duration: The Consultant will be engaged during the period 1 April 2021 – 20 May 2021 (25 days) and will be paid in lump sum upon the completed tasks set by the ToR for this position. No travel is envisaged.

Required Skills and Experience

Education:
  • Degree in relevant for the field of strategic planning, financial planning, Business Management practices and networking in business;
  • Advanced degree would be considered as an asset
Experience:
  • Minimum 5 years of working experience in the fields listed above;
  • Experience in starting up, managing of at least one business venture would be an asset;
  • Experience with the usage of various systems Analysis methods and techniques would be considered as advantage;
  • Working experience in Montenegro, in/for public sector would be considered as an asset;
  • International experience relevant for the ToR would be considered as an asset;
Language:
  • Fluency in Montenegrin language;
  • English knowledge would be an asset.
Other:
  • Excellent social, communication and writing skills;
Criteria for selection:

Combined Scoring method will be used. When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: (i) responsive, compliant, acceptable, and (ii) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical criteria weight - 70% (Background and education 10%; Relevant previous experience 20%; Substantial knowledge/Required competencies 30%; Required language 10%);
  • Financial criteria weight - 30%.
