Job Description

  Safety and security are one of the primary aspects of human society that has followed man through all stages of development. Living and acting freely and without fear is a primary concern of every citizen, regardless of age, gender, race or religious affiliation, and therefore any security breach severely damages the basic principles of the rights and freedoms of every individual/citizen.In that context, the presence of illicit small arms and light weapons (SALW) threatens both the lives and livelihood of individuals in the neighbouring territories of Kosovo and North Macedonia but it is also a threat to the region as well as to the EU countries. The low cost and the availability of SALW can also promote or feed into a culture of violence, where gun ownership becomes a symbol of power and status, and gun violence a first resort for the settlement of personal and political disputes. In this regard, as well as helping to reduce numbers of SALW circulating in society, preventive measures are needed through encouraging integrated and coherent approach to combating SALW trafficking, strengthening community policing and building a healthy and sincere relationship between police and community.The development of crime trends, the dynamics of trafficking in human beings, weapons, ammunition and explosives, the rapid advancement of technology and the difficult history of armed violence in the region as well as North Macedonia and Kosovo aspirations towards European integration have led to increased need to provide systematic and consistent approach to SALW-related security threats and to promote genuine partnership between citizens and the police.Building on Kosovo and North Macedonia commitments to achieve sustainable solution to the illegal possession, misuse and trafficking of SALW and its ammunition, the project is a part of a larger initiative which adopts a holistic, systematic approach to solving most pertinent issues of improving SALW-related practices in the region. It focuses on improving the cross-border cooperation and strengthening both jurisdictions’ institutional approach in combating illicit arms trafficking and misuse and proliferation of small arms and light weapons.The aim of Gap Analysis consultant is to analyse the needs and gaps in relation to IAT, SALW control, possession and misuse and weapons categorization, with the aim of increasing the effectivity and efficiency of the institutional integrated approach towards combating IAT and SALW and this in particular regarding the issue of cross border issues and the cooperation between border police, community police and the investigative branch in cross border investigations between NMK and KS as well as the Information Exchange in the cross border investigations.

Objectives of AssignmentThe final objective of this assignment is the production and finalization of the detailed Gap Analysis report with recommendations regarding the IAT, SALW control in general and the cross-border cooperation between NMK and KS in the field of illicit arms trafficking.

Duties and Responsibilities

Expected Results/ Deliverables/Outputs

In cooperation and under the overall supervision of the KSSP Project Manager, the expert will be expected to perform the following tasks: 1. Conduct a thorough gap analysis in relation to: (estimated 16 working days)

  • IAT, SALW control;
  • Possession and misuse of firearms;
  • Weapons categorization;
  • Border police/community policing approach at the border crossing points and green border   lines/community safety forums;
  • Information gathering, information analysis/producing intelligence products on Illicit Arms Trafficking, SALW, ammunition and explosives in Kosovo;
  • Consider and incorporate relevant data in the gap analysis report, KPI’s from the Roadmap for sustainable solution to the illegal possession, misuse and trafficking of Small Arms and Light Weapons (SALW) and their ammunition in the Western Balkans by 2024.
2. Prepare a written report that will contain the needs assessment and gap analysis and will recommend the necessary improvements (estimated 3 working days)

3. Design the trainings on: (estimated 4 working days)

  • Information gathering, information sharing and information analysis;
  • Training on weapons categorization, possession, and misuse of firearms and
  • Border crossing points with NMK/community policing/community safety forums/Intelligence Led Policing (at the strategic and tactical level as well as tasking and Coordination).
4. Present findings to relevant sectors within the Ministry of Interior, Kosovo Police, Kosovo Forensic Agency, and the Chief Prosecutors’ Offices (estimated 1 working day)

Remuneration - Lump Sum Amount

The Contract is based on an all-inclusive lump sum remuneration based on deliveries and the submission of the final report summarizing the work done, cleared by the direct supervisor UNDP KSSP Project Manager. Payment will be done at the end of assignment upon completion of all deliverables and approval of the report.

Required Presentation of Offer:

  • Letter of Confirmation of Interest and Availability
  • Personal CV and P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Offeror and at least three (3) professional references;
  • Proposal, explaining why they are the most suitable for the work and describing approach to work and analysis methodology;
  • Financial proposal, that indicates all inclusive lump sum payment for completion of all deliverables.
  • Copy of Diplomas and copy of Passport
Criteria for Selection of the Best Offer Combined Scoring method – where the qualifications and methodology will be weighted a max. of 70%, and combined with the price offer which will be weighted a max of 30%.

  • Excellent knowledge of the police/Law enforcement sectors, particularly as it relates to organizational reform, policy and best practices in weapons management;

  • Ability to synthesize finding re/organizational, process and procedural changes and draw conclusions on the related subject;
  • Demonstrates integrity by modelling the UN’s values and ethical standards;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.

Required Skills and Experience


  • University degree in Criminology, Law, Social Sciences, Business and Information Systems, Police/Law enforcement education or a related subject.  Master’s degree would be an asset.

  • Minimum 10 years of relevant professional experience at senior level in police/law enforcement/security sectors, specifically dealing with arms, weapons and explosives trafficking, community policing and intelligence led policing (ILP);
  • Proven experience in conducting analysis and reporting;
  • Proven experience in gap analysis/assessments;
  • Proven experience in developing and delivering trainings;
  • An understanding of the development and political context and working experience in region of Western Balkan will be considered an advantage.
Language  requirements:

  • Fluency in Albanian and English; proficiency Serbian is considered an advantage.
Computer Skills:

  • Experience working with Microsoft Office applications and other ICT devices and internet.
