CARE seeks a Livelihoods and Market System Advisor for the anticipated Multi-sector Integrated District Development (MIDD) Activity. This is expected to be a $10-25M, 3-year award to strengthen resilience in host communities affected by the Rohingya refugee crisis through fostering economic and social prosperity. The activity focuses on building the capacity of people, communities, and local institutions in the host communities in the areas of skill building, livelihood diversification, Water and Sanitation, and Natural Resources management.

This solicitation is expected to be released in August 2021 and awarded in December 2021. This is anticipated to be a Key Personnel position and as such, their candidacy is subject to USAID approval. This position is subject to project award and funding. This position will be based in Cox’s Bazar.

  1. Develop and facilitate concepts, approaches, strategies and guidelines: Design and Spearhead design and implementation of strategic approaches and quality processes related to these technical specializations and provide advice and expertise so that best practices in Value Chain methodology are integrated at all levels of the program and with other MIDD technical areas. Develop and implement strategies for promoting value chains utilizing the M4P (making markets work for the poor) approach.
  2. Capacity Building: Organize appropriate capacity-building initiatives (trainings, workshops, etc.) for the project staff, NGO and private sector partners and other stakeholders as per their identified needs and demands. Facilitate skills development training of local service providers, lead farmers, and relevant market actors, so that producers' groups have access to improve business and technical services.
  3. Liaison and linkage with service provider and other key stakeholders: Identify potential service providers and market actors; identify and facilitate opportunities for collaboration. Communicate and negotiate with the market actors in value chains at national and regional markets; jointly develop MOUs and operational guidelines for MIDD programming.
  4. Monitoring and Result Measurement (MRM) and Knowledge Management: Contribute to the development, revision, and management of the M&E result chain interventions in the Livelihoods subsector. Update Intervention Guides. Support development of output and outcome level indicators, tools, and guidelines for M&E of value chains. Support development of impact logic of value chain interventions and tools/ guidelines to monitor the progress of value chains interventions. Prepare periodic progress reports, case studies, lesson learnt documents, and other communication materials.
Qualifications: · Master’s degree in Business or Economics (or other relevant degree). Additional years of experience may be substituted for a Master’s degree.

· Minimum of 7 years of experience in the field of livelihoods, value chain, and market system development, including professional training on value chain and market system development.

· Strong demonstrated understanding and application of M4P.

· Experience developing linkages with the private sector and/or Public Institutions and micro small enterprise/network development · Experience with capacity building and training is required. Knowledge and skills in developing training curriculum/modules is preferred.

· Experience with M&E vis-à-vis Supply Chain programming/result chain intervention. Analytical and report writing skills.

· Previous experience with the culture and context of South Asia/ Bangladesh is strongly preferred.

· Demonstrated commitment to principles of Gender Equity, Diversity, and Inclusion, as evidenced in previous management positions and programming. Demonstrated commitment to PSHEA (Prevention of Sexual Exploitation, Harassment, and Abuse).

· Excellent oral and written communication skills in English; excellent demonstrated interpersonal and negotiation skills.
