With a workforce of 370 staff, NRC has established a presence in key locations including Maiduguri, Yola, and Jos, allowing them to respond effectively to the needs of those affected by conflict across North-East and North Central Nigeria. Their strategic locations enable them to bridge the gap between humanitarian aid and development cooperation, focusing on equitable access to basic services and strengthening the rights of displaced people and returnees. In addition to the Country Office, NRC has sub-offices in Dikwa, Monguno, Biu, Mubi, Pulka, and Gwoza, which further enhances their operational capacity in the region.
Job Overview:
The Livelihood & Food Security Officer (TVET) will be responsible for the day-to-day implementation of livelihood and food security projects at the field level. This role requires a passionate individual who is committed to helping refugees and those forced to flee. The officer will ensure adherence to NRC policies, tools, handbooks, and guidelines while implementing the delegated LFS project portfolio according to the plan of action. The officer will prepare and develop status reports as required by management, ensure proper filing of documents, and promote ideas for technical improvement. The role also involves timely procurement development and distribution of project materials and equipment, as well as engaging with communities and leaders about NRC activities and policies. The officer will explore and facilitate the introduction of new technologies and methods to improve the quality of activities, ensuring that projects target beneficiaries most in need and assessing new ways to assist them.
Duties and Responsibilities:
The specific responsibilities of the Livelihood & Food Security Officer include coordinating food security and livelihoods activities according to strategy, proposals, budgets, and plans. The officer will ensure adherence to NRC policies and donor requirements, provision of annual operational plans into monthly and quarterly implementation plans, and Coordination with relevant partners to avoid overlaps. The officer will prepare periodic progress reports and conduct livelihood assessments to determine viable income-generating activities, crop and livestock farming, value chain addition, and cash-for-work activities. Additionally, the officer will be responsible for coordinating with key stakeholders and registering project beneficiaries, facilitating Financial Inclusion activities, and training project beneficiaries. The role requires at least one year of experience managing program staff and implementation in the field of TVET, understanding Data Collection and Analysis, and mobilizing communities while interacting with government education authorities.
Required Qualifications:
The position requires a BSc or HND in Agronomy, Agriculture, Agricultural Economics, Agricultural Extension, Crop Science, Education, or a related field. A minimum of 3 years of working experience in a related position is necessary, with a preference for candidates with experience in the Borno State context. The candidate should have experience as a Livelihood and Food Security Officer in a humanitarian or recovery context, proven experience in implementing educational TVET activities, and experience with cash/voucher transfers. Understanding of Selection, Planning, and Management (SPM) of income-generating activities (IGAs) is essential, along with experience in beneficiary skills training and working in complex and volatile contexts.
Educational Background:
Candidates must possess a BSc or HND in relevant fields such as Agronomy, Agriculture, Agricultural Economics, Agricultural Extension, Crop Science, Education, or related disciplines. This educational background is crucial for understanding the technical aspects of the role and effectively implementing the projects.
Experience:
The position requires a minimum of 3 years of relevant working experience, particularly in the context of Borno State. Candidates should have experience in managing program staff and implementing projects in the field of TVET, as well as documented results related to the position's responsibilities. Experience in humanitarian or recovery contexts is preferred, along with a proven track record in implementing educational TVET activities and cash/voucher transfers.
Languages:
Fluency in English, both written and oral, is required. Additionally, candidates should be fluent in Hausa, with proficiency in other local languages considered an advantage. The ability to communicate effectively in these languages is essential for engaging with beneficiaries and stakeholders in the region.
Additional Notes:
The position is based in Mafa, Borno State, Nigeria, with a contract duration of 3 months, which is renewable. The grade level for this position is Grade 5 in NRC's grading structure, and the reporting line is to the Field Coordinator.
