Job Description

  The Office of Legal Affairs, which reports directly to the Director General, provides Legal Services of the highest possible standards to the Director General, the Secretariat and to the organs and bodies of the IAEA, as well as to Member States, regarding the implementation of the IAEA's activities.

The Non-Proliferation and Policy Making Section provides legal advice and services to the Office of the Director General, the Department of Safeguards and to the Policy-Making Organs in support of issues related to safeguards and non-proliferation, and legislative assistance to Member States on such issues. It also provides advice on matters related to the Statute of the IAEA and the conduct of the meetings of the Board of Governors and the General Conference and their respective Rules of Procedure.

Main Purpose

Under the guidance of the Head of the Non-Proliferation and Policy-Making Section, the Legal Officer prepares legal opinions, legal instruments and documents, and provides legal advice on the application and interpretation of such instruments and documents.

Role

The Legal Officer is (1) a specialist, providing high quality professional inputs to the legal support provided by OLA mainly to the Department of Safeguards, Secretariat of the Policy-Making Organs, Director General's Office for Coordination and the Director General (2) and Advisor on the application and interpretation of legal instruments related to non-proliferation and safeguards.

Functions / Key Results Expected

  • Draft and review arrangements with Member States and international organizations on issues of nuclear non-proliferation and IAEA safeguards.
  • Support the IAEA’s programme on legislative assistance for Member States in connection with safeguards and nuclear non-proliferation by reviewing, assessing and commenting on the appropriateness of existing or draft national legislation in connection to safeguards/non-proliferation.
  • Carry out research in the area of nuclear non-proliferation and safeguards, at the request of the Head of the Non-Proliferation and Policy-Making Section.

Legal Law" id="link" class="link">International Law Knowledge of broad principles of Public International Law.

Legal Legal Drafts Ability to draft clear, concise documents setting out facts and arguments in an accurate manner.

Legal Policy Development Legal support for policy development.

Qualifications, Experience and Language skills
  • Minimum a university degree in Law with good academic record; admitted to practice in a national bar or equivalent.
  • Minimum of five years of professional legal experience, including at least 2 years at the international level and in particular in connection with nuclear non-proliferation and/or safeguards.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
Remuneration The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $62120 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 32427, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance Applications from qualified women and candidates from developing countries are encouraged Applicants should be aware that IAEA staff members are international Civil Servants and may not accept instructions from any other authority.
