Notwithstanding the general considerations set out in the ILO Staff Regulations, this vacancy announcement is the only authoritative document pertaining to the qualifications required for this position. The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.


The position is located in the ILO Decent Work Technical Support Team for the Arab States (DWT-Beirut) which is based in the Regional Office for the Arab States (ROAS).  DWT-Beirut covers the following countries and territories: Bahrain, Iraq, Jordan, Kuwait, Lebanon, Occupied Palestinian Territory, Oman Qatar, Saudi Arabia, Syrian Arab Republic, United Arab Emirates and Yemen.  DWT-Beirut provides high quality, timely and integrated technical support in the design and implementation of Decent Work Country Programmes (DWCPs) and other ILO country support activities within the framework of outcome-based work plans.  The purpose of the position is to strengthen the capacity of the DWT to undertake regional economic research and Analysis and provide support in the preparation of the analytical context underpinning DWCPs. The Labour Economist will work under the Coordination of the regional Senior Employment Policy Specialist (Macro Economist).

He/she will report to the DWT-Beirut Director. Technical guidance will be provided by the Research Department at ILO headquarters.

Specific Duties

  1. Conduct multi-country and inter-sectoral research and policy analysis related to the impact of crises (such as conflicts, financial and economic crises and the Covid-19 pandemic) and other transformations on the labour market; the Future of Work and the move towards balanced and sustainable development; and the overall economic policy context pertaining to labour, social and environmental conditions in the region.
  2. Design and contribute to research projects to advance the ROAS research agenda on decent work and a human-centred approach to recovery, with a view to linking economic, employment, social and environmental policies and rights at work, in collaboration with relevant DWT specialists.
  3. Provide technical support on economic issues and contribute to the development of the decent work country-level analysis, which is the basis for the design of effective DWCPs and services to constituents.
  4. Support the regional knowledge and information base on outcomes, lessons learned and good practices, including in relation to the attainment of decent work objectives in the Sustainable Development Goals, and stimulate knowledge sharing among countries and with headquarters.
  5. Develop and contribute to joint research activities and regional policy debates with the United Nations system, regional organizations, such as the Arab Labour Organization and the Executive Bureau of the Council of Ministers of Labour and Social Affairs of the Gulf Cooperation Council, and international financial institutions.
  6. Prepare policy briefs, regional reports and speeches to spread ILO messages in the region, and work with the media officer in the Regional Office on the communication strategy.
  7. Contribute to the design and delivery of Capacity Building activities for the ILO’s tripartite constituents and other stakeholders to disseminate specific research findings, and to strengthen capacities on labour and decent work issues more generally, in close collaboration with other members of the DWT.
  8. Perform other relevant duties as assigned.

Generic Duties

  1. Design and promote a wide range of special subject-matter-related programmes, This involves: re-analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognised technical specialisation.
  2. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.
  3. Provide policy advice to ILO’s constituents on institutional strengthening, the application of ILO standards and the promotion of development cooperation activities.
  4. Formulate and submit project proposals and seek funding.
  5. Evaluate the efficiency and effectiveness of the project activities.
  6. Undertake technical advisory missions independently or in collaboration with other specialists.
  7. Conduct seminars, workshops and technical meetings and Training Courses.
  8. Prepare draft recommendations and guidelines for discussion and adoption as ILO Recommendations or Conventions on related technical fields.
  9. Write manuals and/or training guides on related topics.
  10. Disseminate information on programmes through publications and, press releases, as well as ensuring representation at donors’ meetings, international, regional and national fora and advocacy campaigns.
  11. Monitor and coordinate research carried out by junior technical officers and external collaborators.
  12. Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports).
  13. Participate in tripartite reviews on development cooperation activities and international meetings and conferences.

Required qualifications


Advanced university degree in economics with demonstrated expertise in development economics, employment and labour market related-issues.

A PhD would be an advantage.


Eight years' experience at the national level or five years at the international level in research on economic and social issues, quantitative analysis and policy assessment. Government experience with policy advice would be an advantage. A publication record in the fields covered by this position is required.


Excellent command of English and Arabic.


In addition to the ILO core competencies, this position requires: Technical competencies: Solid knowledge of macroeconomic issues, demonstrated economic research expertise, quantitative skills and policy evaluation skills. Ability to synthesize research and reach empirically based conclusions on related subjects; provide seasoned advice on best practices, to address broader issues outside the field of specialization; formulate new concepts and methodologies; develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings; design and synthesize strategies for programme development in member States; produce reports (e.g. reports for regional conferences and the International Labour Conference, technical publications, training manuals and draft resolutions) and evaluate and monitor development cooperation activities and projects.

Behavioural competencies: Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
