Job Description

Chemonics seeks a knowledge management Director for the anticipated USAID/Women’s Economic Development (WED) Activity. The overall objective of WED is to provide a comprehensive approach to women’s entry into the economy and create the necessary conditions for achieving and maintaining peace. The focus of the Activity’s technical assistance will be on providing women-owned businesses and entrepreneurs in Afghanistan with Access to Finance and Capacity Building opportunities as well as carrying out workforce development activities. The project will be based in Kabul, Afghanistan with potential domestic travel within Afghanistan. Responsibilities include:
  • Directly supervise the Monitoring and Evaluation (M&E), Communications, and Management Information System (MIS) team
  • Oversee local and/or international M&E and communications partners
  • Oversee the final layout and production of all required program reports for USAID, such as weekly, monthly, quarterly, annual reports and success stories
  • Work with the Chief of Party to respond to ad hob requests for reports or data from USAID
  • Review materials generated for program-sponsored events, such as trade or job fairs – organize, brand, produce required marketing materials, and facilitate business participation
  • Develop, approve, and update promotional materials to ensure program materials are branded correctly and consistently
  • Oversee the project’s monitoring and evaluation system and baselines for reporting progress, and maintain reporting procedures and guidelines in compliance with USAID and Chemonics Home Office systems
  • Employ and oversee a rigorous monitoring and evaluation system to track the progress of all activities and outputs
  • Work with the MIS team to develop specialized monitoring tools and Data Collection protocols to ensure accurate collection and verification
  • Develop annual activity monitoring, evaluation and learning plans (AMELP)
  • Work closely with the project M&E team to understand, Design, and implement M&E systems and research
  • Work closely with the communications and MIS staff to train them to produce compliant and high-quality documents, reports, and outputs
  • Liaise with client and stakeholders on M&E and communications deliverables
  • This position will report to the Chief of Party
Qualifications:
  • At minimum five years of relevant work experience in communications and M&E
  • Bachelor’s degree or equivalent experience
  • Demonstrable experience in systems design, performance measurement, indicator selection, quantitative and qualitative data collection and Analysis, and Database Management
  • Demonstrated ability to produce quality reports and other communication products, incorporate feedback from the Chief of Party and USAID, and write and edit independently
  • Commitment to building capacity of local staff, including giving constructive feedback to local staff on their written products
  • Familiarity with donor organizations preferred; knowledge of USAID strongly preferred
  • Excellent oral and written English skills is required
  • Demonstrated leadership, versatility, and integrity
