Job Description

This position is located in the plans team of the Joint Operations Centre (JOC) in the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) in Goma. Goma is classified as "D" duty station and a non-family duty station. The Joint Operations Officer reports directly to the Chief or Deputy Chief JOC and will be part of the JOC team mandated to provide Mission leadership with a 24/7 common situational overview of operational activity, to include developments of a national and regional nature, and to prepare consolidated reports, including daily integrated situation reports and special incident reports, based on inputs received from Mission components and other relevant sources.

Responsibilities

Within delegated authority, the Joint Operations Officer will be responsible for the following duties: Monitoring and reporting: •Gather information from UN sources (Mission and UNCT), including - but not limited to - political affairs, civil affairs, military, police operations, security, mission support, rule of law including DDR, SSR, justice, corrections and police Capacity Building, mine action, electoral affairs, gender, child and women protection, humanitarian, human rights, development programmes and public information; •Monitor major developments (political, governance, rule of law, humanitarian, human rights, military, security and economic development), following the actions of relevant actors including intergovernmental organizations, Governments, non-governmental organizations, civil society, political institutions, armed actors (regular armies and rebel groups, militias, etc.); •Prepare integrated Mission reports (including daily and weekly situation reports, special and flash reports) about significant mandated and associated developments for review and eventual dissemination within the Mission and to Headquarters; •As necessary, research and draft special reports and prepare presentations related to operational issues, draft Code Cables addressing current operations and official e-mails; Crisis Management support: •Under the supervision of Chief JOC, help organise the crisis response (activity reporting and monitoring), enabling the Crisis Management Team (CMT) to make informed decisions during periods of a declared crisis situation; •Provide support as needed for crisis management meetings (secretariat support, presentations, talking points if required, liaison with technicians and Facilities Management); •Liaise regularly with Mission sections, Mission Support and the UNCT to provide timely information during a crisis for decision-makers; Coordination of operations: •Under the Chief JOC’s supervision, support the planning and coordination of joint activities, including operations, field missions, visits, contingency planning and exercises, where applicable and with other Mission elements; •Support the organization of operational coordination meetings, as required, liaising with Mission sections, Mission Support and the UNCT; •Provide support for the implementation of operational coordination decisions and mechanisms (e.g. coordination of special flights or patrols, specific taskforce or coordination meetings); •Liaise regularly with the Mission sections, Mission Support, and the UNCT to help coordinate operations; •Support the facilitation of communication between the mission leadership and other actors (as required); •When required, perform Duty Officer duties to enable continuous monitoring and reporting coverage in the Mission; •Liaise regularly with the Mission sections, Mission Support and the UNCT to maintain an up to date database of contact details for key personnel; •Collaborate in the use of SAGE; Perform any other duties as required by the Chief JOC.

Education

Advanced university degree (Master’s degree or equivalent) in political science, social sciences, international relations, law, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in political or international affairs, public information/journalism, military, police, security, civil affairs, humanitarian affairs, human rights, crisis operations and management, or related field is required.

Planning experience is required.

Prior exposure to circumstances requiring crisis management expertise, particularly as applied in an Operations Room context, is desirable.

Experience working in an integrated civilian-military-police environment is desirable.

Experience working in or in support of a field operation of the United Nations Common System or a comparable international organization is desirable.

Experience working in a conflict or post-conflict situation is desirable.

Experience in drafting political documents and briefings for senior officials often under strict time constraints is desirable.

Experience with the United Nations Organisational Resilience Management System (ORMS) is desirable.

SAGE user experience is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in oral and written English is required; working knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
