FAO is providing Technical Support to the Government of Uzbekistan under Technical Co-operation Project, TCP /UZB/3801 TCPF: Rice Crop Production and Management in collaborations with the Ministry of Agriculture and the Rice Research Institute of the Republic of Uzbekistan. The overall objective of this project is to strengthen technical capacities of the Ministry of Agriculture, national experts and farmers to increase rice production and productivity. This will contribute to improve the country’s Food Security and at the same time to generate income and to improve rural livelihood.

Applications are invited for the position of an International Rice Specialist to lead and provide technical support to the implementation of this project. This consultancy work has a duration of 30 working days over 11 months with at least 2 technical missions to some countries of about 15 days.

Reporting Lines

The International Agriculture Specialist will work under overall supervision of the FAO Representative in Uzbekistan, the technical supervision of the REU Plant Production and Protection Officer.

Technical Focus

Rice production and management; pilot demonstration, Capacity Building and trainings of trainers and farmers; development of technical manuals and extension materials.

Tasks and responsibilities

The International Rice Specialist (IRS) will have the following duties: • review the current situation of rice production in the country, and provide recommendations for improvement; • participate in the project inception workshop and prepare report and detailed work plan and milestone for the project implementation; • develop the integrated rice production and management technologies for pilot demonstrations in the country, especially for use in the training of the extension staff and farmers; • advice in establishment and management of on-farm pilot demonstrations of the integrated rice production and Management Systems, and collection and Analysis of information for trainings; • develop the curriculum and training materials, and conduct trainings of extension staff, national experts and farmers in the pilot demonstrations; • develop farmer-oriented technical manual and extension materials on improved rice crop production and management for publications; • assist with organising field days in the pilot demonstrations; • assist in the facilitation of project terminal workshop and assist in definition of the future strategies; • prepare the terminal report of the project following FAO standard format; • undertake such other relevant duties for the successful execution of the project.


Minimum Requirements

• Advanced university degree in Agronomy or Horticulture Science and management, or related field • Have at least 7 years extensive experience in integrated rice production systems and management and improve technologies • Working knowledge of English, and limited knowledge of one of the other FAO languages for Consultants. Working knowledge of English in the case of PSA.SBS.

• International experience with FAO, and other international agencies will be advantage • Technical and practical knowledge on establishments of pilot demonstrations of improve practices, and conducting farmers training.
