The project will contribute to the development of sustainable potato production system, based on knowledge and good practices.

Reporting Lines The International Consultant on Seed Potato Production will work under overall supervision of the FAO Representative in Uzbekistan, the technical supervision of the REU Agricultural Officer.

Technical Focus Potato production and management; seed potatoes, registration of potato growers, certification of seed potatoes, Capacity Building and training, development of guidance materials.

Tasks and responsibilities The International Consultant on Seed Potato Production will have the following duties:
  • review and discuss with relevant national authorities of Uzbekistan current requirements for the production, certification and trade of seed potatoes;
  • analyse the current system against relevant international standards (e.g. EPPO standards) and identify gaps and needs for improvement;
  • discuss and agree with the national authorities the main directions towards the enhancement of the seed potato system;
  • draft the proposals for enhanced requirements for the certification of seed potatoes, including requirements relating to pest freedom, and for compliance mechanisms;
  • discuss the proposals with national authorities, including implementation procedures for seed potato certification in the field;
  • conduct a workshop on the certification of seed potatoes for key national stakeholders, including e.g. research, farmers’ unions and potato processing industry;
  • deliver a training on seed potato production, certification and relevant pest control procedures, to a group of seed certification inspectors;
  • deliver a training on key aspects of protection of potatoes against pests and diseases, to a group of extension specialists;
  • develop training materials on seed potato production, certification and relevant pest control procedures, and on key aspects of protection of potatoes against pests and diseases;
  • develop guidance materials on certification requirements for seed potatoes, on potato production technologies and on pest control in potatoes;
  • assist the Lead Technical Officer (LTO) in preparing the Terminal Report of the project.
  • Advanced university degree in Agronomy or Horticulture Science and management, or related field
  • Have at least 7 years extensive experience in potato production and seed potato production and certification systems
  • Working knowledge of English, and limited knowledge of one of the other FAO languages for Consultants. Working knowledge of English in the case of PSA.SBS.

Technical/Functional Skills
  • Extent and relevance of experience in climate resilient and sustainable Agricultural Production management practices and improve technologies.
  • Work experience in Central Asia would be an asset
  • Ability to plan and organize own work, deliver results and meet deadlines
  • Ability to write clear and concise technical documents
  • Excellent communication skills in English and strong computer, report writing, and presentation skills.
  • International experience with FAO, and other international agencies will be advantage
  • Technical and practical knowledge on establishments of pilot demonstrations of improve practices, and conducting farmers training.
