UN Women Indonesia Country Office hosts the ASEAN Liaison Office, which supports ASEAN and its Member States in advancing the Women, Peace, and Security (WPS) agenda. The organization is involved in various projects, including the Empowering Women for Sustainable Peace project, which is funded by the Governments of Canada, the United Kingdom, and the Republic of Korea, and aims to promote women's participation and leadership in Conflict Prevention, resolution, and recovery across ASEAN member states.

Job Overview:
The International Consultant will play a crucial role in supporting the ASEAN WPS project team in mobilizing resources to extend and sustain the project's results. The consultant will work closely with the project team and report to the ASEAN Governance, Peace, and Security Specialist. The main objective of this assignment is to enhance the team's capacity for resource mobilization and secure Financial Resources necessary for the continuation of the ASEAN WPS project. The consultant will be responsible for producing high-quality concept notes and proposals, conducting capacity-building trainings, facilitating consultative workshops, and developing resource mobilization strategies. The consultant will also be expected to produce donor intelligence reports and a Theory of Change along with results-based logframes following UN Women’s Results-based Management principles. All deliverables must be submitted in English, and the consultant will work remotely with potential travel to the ASEAN region.

Duties and Responsibilities:
The consultant will undertake several key tasks, including:
  • Developing high-quality concept notes and proposals that adhere to standard project document templates and meet the requirements of potential donors.
  • Preparing reports on capacity-building trainings and workshops, detailing the support provided, recommendations, results achieved, and including necessary annexes such as training materials and participant lists.
  • Facilitating consultative workshops aimed at identifying the needs of stakeholders and producing reports based on these workshops.
  • Creating resource mobilization strategies that outline specific targets, timelines, and action plans for engaging with identified donors.
  • Compiling donor intelligence reports to inform targeted engagement with potential funding sources.
  • Developing a Theory of Change and results-based logframes in accordance with UN Women’s Results-Based Management principles. The consultant will be expected to deliver all outputs in a timely manner, with deadlines to be established upon assignment of tasks.

Required Qualifications:
The position requires a Master’s degree in international relations, economics, business, or related social sciences. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of a master's degree. The consultant must have at least 15 years of experience in building successful strategic partnerships and/or resource mobilization, with hands-on experience in developing project documents, proposals, and concept notes that promote gender equality. Experience related to governance and Women, Peace, and Security (WPS), particularly in Southeast Asia, is essential. Familiarity with UN/UN Women results-based management (RBM) and its application to the development of log frames and performance monitoring frameworks is also required. Experience working with Civil Society Organizations, international institutions, and donors is necessary, and experience within the UN system is desirable.

Educational Background:
Candidates must possess a Master’s degree in international relations, economics, business, or related social sciences. A first-level university degree, combined with two additional years of qualifying experience, may be accepted in lieu of a master's degree, allowing for flexibility in educational qualifications depending on the candidate's experience.

Experience:
The consultant is expected to have a minimum of 15 years of experience in building successful strategic partnerships and resource mobilization. This extensive experience should include hands-on involvement in developing project documents, proposals, and concept notes that advocate for gender equality. Additionally, experience related to governance and Women, Peace, and Security (WPS) in the Southeast Asian context is crucial. Familiarity with the UN/UN Women results-based management (RBM) framework and its application in developing log frames and performance monitoring frameworks is also required. Experience working with civil society organizations, international institutions, and donors is necessary, and prior experience within the UN system is considered an asset.

Languages:
Proficiency in oral and written English is mandatory for this position. The consultant should also possess computer literacy and the ability to effectively use office technology, the Internet, and email. Excellent facilitation skills are essential for conducting trainings and workshops.

Additional Notes:
The consultancy will require a maximum of 150 working days over the contract period. The consultant will be engaged under a retainer contract, allowing for direct engagement based on need and availability within the contract period for a pre-agreed fee. UN Women is not obligated to purchase a minimum quantity of services, and purchases will only be made if there is an actual requirement. Payment will be made upon satisfactory completion of deliverables, or as otherwise agreed between the consultant and UN Women. The consultant will work from home but may be required to undertake field missions in the ASEAN region. UN Women will provide the consultant with necessary background information, documents, and a list of stakeholders relevant to the assignment. The consultant is expected to use their own computer, and UN Women will cover travel costs in line with its rules and regulations, as well as translation and interpretation costs if necessary. Performance evaluation will be based on timeliness, responsibility, initiative, communication, accuracy, and quality of deliverables.
