Job Overview:
The Internal Communications Officer will play a crucial role in enhancing communication strategies within the Programme, Budget and Financial Management Service (EXD/PBF) of the OECD. This position involves developing and implementing a comprehensive communications plan that aligns with the organization's goals and engages both internal and external stakeholders. The Officer will be responsible for ensuring that all communications adhere to OECD standards and best practices, while also providing strategic advice and support to management. The role requires collaboration with various divisions within the OECD to ensure clarity and coherence in communications, as well as the promotion of collaborative tools to enhance communication effectiveness. The Officer will report to the Senior Strategic Advisor and work closely with other key personnel to achieve the communication objectives of EXD/PBF.

Duties and Responsibilities:
The Internal Communications Officer will have a diverse set of responsibilities, including:
  • Assisting EXD/PBF management in achieving communication objectives by developing strategies to enhance the quality of financial information communications.
  • Preparing reports and presentations to support decision-making processes.
  • Drafting written materials, memoranda, talking points, and presentations for management.
  • Developing and implementing communication activities for targeted audiences.
  • Collaborating across EXD/PBF to ensure clarity in technical documents.
  • Acting as the main contact point for communication matters and promoting the use of OECD collaborative tools.
  • Planning and writing content for internal communications media, including intranet and bulletins.
  • Organizing internal communications events to engage employees and enhance team spirit.
  • Managing online communications, ensuring adherence to OECD guidelines, and improving web content. 1
  • Preparing corporate reporting and strategic planning documents in collaboration with senior advisors.

Required Qualifications:
Candidates must possess a university degree in finance, accounting, communications, Journalism, or a related field. A minimum of five years of experience in a communications role with similar responsibilities is required, preferably within an international organization. Strong writing and Oral Communication skills, along with editing and proofreading abilities, are essential. Candidates should demonstrate the ability to build strategic relationships and possess excellent organizational and planning skills. Familiarity with web editing standards and communication technologies is crucial, as is a self-motivated and professional approach to communication. Experience in managing projects with external service providers is advantageous.

Educational Background:
A university degree in finance, accounting, communications, journalism, or a related area is required for this position. This educational background provides the necessary foundation for understanding the complexities of communication within a financial context and the ability to convey information effectively to various audiences.

Experience:
The ideal candidate should have a minimum of five years of relevant experience in a communications role, particularly in an international organization. This experience should include responsibilities similar to those outlined in the job description, demonstrating a proven track record in strategic communications, Project Management, and stakeholder engagement.

Languages:
A working knowledge of both official OECD languages, English and French, is considered an asset. Knowledge of additional languages would also be beneficial, enhancing the candidate's ability to communicate with diverse audiences and stakeholders.

Additional Notes:
This position is a two-year fixed-term appointment with the possibility of renewal. The monthly base salary starts from 5,628 EUR, with additional allowances based on eligibility, and is exempt from French income tax. The appointment may be made at a lower grade depending on the qualifications and professional experience of the selected applicant.
