It ensures both equity and quality in learning and the transmission of digital skills necessary for life and employment to learners through teacher training.

The OER Recommendation was adopted by its General Conference in November 2019, UNESCO’s Member States committed to promote the use of OER for the open sharing of knowledge and learning.

In this context, the ICT CFT Harnessing OER Project has developed the ICT CFT OER Hub3 that contains collections of OER curated by UNESCO and partner countries which are aligned to the UNESCO ICT CFT. It provides a means to share content and connect with other educators who are using Information and Communication Technology (ICT) to improve teaching practice.

In the current global Covid-19 pandemic, it is necessary to ensure the leveraging of the ICT CFT Harnessing OER network to contextualize the ICT CFT, and share best practices on using it to meet the challenges to support the continuation of learning.

Objective

Under the overall authority of the Chief of Section for Digital Innovation and Digital Transformation (CI/IDIT) and the direct supervision of the Programme Specialist responsible for Open Educational Resources (OER) and digital ICT Competencies Framework for Teachers activities, the Individual consultant shall:
  • Undertake a study on the use of the ICT Competency Framework for Teachers (ICT CFT) Version 3 and the ICT CFT OER Hub available at https://www.oercommons.org/hubs/UNESCO for issues related to its usability and of digital literacy and distance education modalities for teaching and learning. This study should also review OER – based training materials that have been used by UNESCO and its partners through the ICT CFT OER Hub. This would include: Identify the specific competencies in the ICT CFT Version 3 which respond to issues related to digital literacies, including media information literacy and distance teaching and learning (including in blended learning modalities).
  • Identify existing OER to support the teaching of the above-mentioned competencies including those available in the ICT CFT OER Hub, and those which are suitable for contributing to facilitating a response Design and implementation.
  • Provide examples of best practice in the use of the above -mentioned OER and contacts of institutions and experts with expertise in the implementation of these best practices.
  • Documenting best practices and lessons learnt and propose recommendations for the development, adaptation, and use of the OER – based resources for the ICT CFT Version 3 for distance learning and related digital literacy skills.
  • Support the development and review of national implementation strategies for the use of the ICT CFT harnessing OER in Nigeria, Turkey and a third national context to be confirmed. This would include support to contextualization and Capacity Building efforts at the national level.
  • Support the ICT CFT Harnessing OER Network (https://www.oercommons.org/hubs/unesco) by provid-ing Technical Support to participating institutions with a view to the further development of content and knowledge sharing in this framework.
  • Support the organization of an inter-regional online Capacity Development event which would focus on the ICT CFT as well as open, online and flexible learning. This would include the development of a draft agenda, list of participants, and moderation of sessions.
Deliverables

  • A  study on the use of the ICT Competency Framework for Teachers (ICT CFT) Version 3 and the ICT CFT OER Hub available at https://www.oercommons.org/hubs/UNESCO for issues related to its usability and of digital literacy  and distance education modalities for teaching and learning. This study should be  a maximum of 20 pages with annexes as necessary in English.
  • Report on support given for the contextualization of the ICT CFT harnessing OER in Nigeria, Turkey and a third country to be identified.
  • Report on support for the further development and knowledge sharing for the ICT CFT Harnessing OER network site.
  • Draft agenda, list of participants, and final report for the inter-regional online capacity building event fo-cusing on the ICT CFT as well as open, online and flexible learning.

REQUIRED QUALIFICATIONS Education
  • At least Master’s degree (or higher level qualification) in Education and/or related fields and a sound understanding of issues related to OER.
Work Experience

  • At least five years of work experience in relevant professional work experience in OER projects
  • A proven track record of engagement with ICT in Education and Teacher Education and work in the area.
  • Experience working with UNESCO and / or other UN entities on the implementation of activities related to ICT and Education and online and flexible learning.

  • Demonstrated ability to use office equipment with computer literacy in Graphic Design,
  • High attention to detail and ability to work under tight deadlines.
Languages
  • Excellent knowledge of English (oral and written), proven expertise writing concise studies documents for international organizations in English
DESIRABLE QUALIFICATIONS Languages
  • Knowledge of other official languages of UN languages (French, Arabic, Chinese, Russian, Spanish) would be an asset.
