UNICEF in Vientiane, Lao PDR is looking for an International Consultant to Support COVID19 Knowledge Management in Child Protection. The duration of this assignment is 5 months, starting from 1 April until 31 August, 2021. The assignment is based in Lao PDR, but the consultant will be allowed to work remotely until the entrance to the country is granted by the Covid-19 taskforce in consideration of flexible working methods allowed as per the UNICEF rules and regulations. Once in country, the consultant will make at least two visits to the field, including but not limited to Attapeu Province, to collect stories, take photos and consult with stakeholders for the assignment.

UNICEF in Vientiane, Lao PDR is looking for an International Consultant to Support COVID19 Knowledge Management in Child Protection. The duration of this assignment is 5 months, starting from 1 April until 31 August, 2021.  The assignment is based in Lao PDR, but the consultant will be allowed to work remotely until the entrance to the country is granted by the COVID-19 taskforce in consideration of flexible working methods allowed as per the UNICEF rules and regulations. Once in country, the consultant will make at least two visits to the field, including but not limited to Attapeu Province, to collect stories, take photos and consult with stakeholders for the assignment.

Summary of key functions/accountabilities:

Under the supervision of the Child Protection Specialist, the consultant will have key accountabilities, duties and task are as follows: Produce knowledge management products:
  • Update existing fact sheets and produce new ones in the areas of: Child Labour, child marriage, violence against children, justice for children, mental health and Psychosocial Support, trafficking in person, birth registration, online protection and safety, social service workforce development, social service workforce development, child protection in Emergency and alternative care.
  • Produce a two-page programme brief and two human interest stories from the child protection system strengthening work in Attapeu Province.
  • Produce a summary document of UNICEF Lao PDR Child Protection team’s COVID-19 preparedness and response interventions, including three case studies, narrative achievements, budget Analysis, partnership analysis, challenges, lessons learned and way forward.
  • Develop a child protection photo database and take photos.
  • Produce campaign materials to promote the social service workforce, including social media messages and review of the video.
  • Support the team in other knowledge management and documentation work.

Qualifications and Experience:
  • University Degree in Development Studies, Social Work, Communication, Journalism or related areas
  • 2 years of experience working in developing country context, both development and emergency settings, in the field of international development, knowledge management, communication and documentation
  • Experience in working with UN, international organizations and the government
  • Ability to use communication tools, including Photoshop.
Knowledge and Skills
  • Understanding of child protection and Child Rights in Lao DPR and solid knowledge of the social, political and cultural context of Lao PDR.

1. Assessment Criteria: 

A two-stage procedure shall be utilized in evaluating proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared.

Applications shall therefore contain the following required documentation: 1. Technical Proposal, including a cover letter and an updated CV.

2. Financial Proposal: Lump-sum offer with the cost breakdown: Consultancy fee, travel costs (economy class) to VTE, living cost in Vientiane and others. The travel shall be based on the most direct and economy fare. Travel to provinces for official work will be paid by UNICEF as per UNICEF rules and regulations. The financial proposal should include the quarantine cost in Vientiane capital for 14 days, as well as cost for processing the visa and COVID-19 tests to enter Lao PDR.

No financial information should be contained in the technical proposal.

For evaluation and selection method, the Cumulative Analysis Method (weight combined score method) shall be used for this recruitment: a) Technical Qualification (max. 100 points) weight 70 % •   University Degree in Development Studies, Social Work, Communication, Journalism or related areas (30%) •   2 years of experience working in developing country context, both development and emergency settings, in the field of international development, knowledge management communication and documentation (40%) •   Understanding of child protection issues in Lao DPR and solid knowledge of the social, political and cultural context of Lao PDR and experiences in working in ASEAN countries (30%) b) Financial Proposal (max. 100 points) weight 30 % The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.

The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.

The applicants should provide medical insurance covering medical evacuation for the whole duration of the assignment -as part of the financial proposal submission.
