Job Overview:
The ICT Procurement and Projects Coordinator will play a crucial role in managing and coordinating operational projects and procurement activities within the ICT department of SPC. This position involves planning, budgeting, monitoring, reporting, and ensuring compliance with ICT policies and standards. The coordinator will work closely with internal and external stakeholders, vendors, and contractors to ensure the successful completion of procurement processes, including managing Requests for Quotes and Requests for Proposals in collaboration with the SPC Procurement Team. The role requires the development and implementation of a standardized Project Management Methodology (PMM) to enhance project delivery, as well as the assessment and consolidation of project pipelines to meet changing needs. The coordinator will also supervise project procurement processes, maintain key project management products, and ensure compliance with SPC’s legal obligations and policies.
Duties and Responsibilities:
- Develop and implement a standardized Project Management Methodology (PMM) to enhance operational project delivery within the ICT department.
- Assess the current scope of operational projects and develop a suitable project methodology.
- Implement the identified project methodology for all operational projects.
- Review and consolidate project pipelines as required to meet changing needs and requirements.
- Plan, coordinate, initiate, execute, and monitor operational projects to meet deliverables.
- Supervise project procurement processes to ensure compliance with SPC procurement guidelines.
- Lead and manage projects through the entire project life cycle, including initiation, planning, execution, control, and closure.
- Maintain and track key project management products, including Management Plans, Schedules, Risk and Issue Registers, and Communication Activities.
- Coordinate and develop procurement plans and activities required to implement procurement initiatives.

1 - Ensure procurement plans align with department budget forecasts.
1 - Prepare procurement documentation, including Requests for Proposals (RFP) and support Requests for Quotations.
1 - Organize reviews of RFP documents from technical experts.
1 - Develop and share relevant reports with stakeholders in a timely manner.
1 - Engage with customers to assess needs, define project requirements, scope, acceptance criteria, and timelines.
1 - Coordinate the allocation of project resources with various teams to meet technical needs.
1 - Ensure all project and procurement activities comply with SPC requirements and policies.
Required Qualifications:
- A degree in project management, engineering, Computer Science, Information Technology, procurement, or a related field; or an equivalent combination of degree and work experience.
- Minimum of 7 years’ experience in project management and/or procurement roles.
- Experience working in an international, multicultural organization, preferably in the Pacific region.
Educational Background:
Candidates must possess a degree in project management, engineering, computer science, information technology, procurement, or a related field. Equivalent combinations of education and relevant work experience will also be considered.
Experience:
The position requires a minimum of 7 years of experience in project management and/or procurement roles. Candidates should have experience working in an international and multicultural organization, with a preference for those who have worked in the Pacific region. The role may require travel as needed.
Languages:
Fluency in English is mandatory. Knowledge of French is considered an asset, as SPC’s working languages include both English and French.
Additional Notes:
The contract duration for this position is until 31 December 2027, subject to renewal based on funding and performance. The position is classified as a band 10 role in SPC’s 2024 salary scale, with a starting salary range of 2,575–3,218 SDR per month, approximately converting to FJD 7,672–9,591 (USD 3,424–4,280; EUR 3,191–3,989). Initial offers will typically be made in the lower half of this range, considering experience and qualifications. Expatriate staff members are not subject to income tax in Fiji, while Fiji nationals employed by SPC will be subject to income tax. Benefits for international employees include a housing allowance, establishment and repatriation grants, removal expenses, airfares, home leave travel, health and life insurance, and education allowances for eligible dependents. Employees are entitled to 25 working days of annual leave and access to SPC’s Provident Fund, which includes contributions from both the employee and SPC.
