Job Overview:
The ICLA Technical Officer position is focused on conducting Information Counselling and Legal Assistance (ICLA) project activities in Gaza. The role involves coordinating the implementation of delegated projects and providing legal information, counselling, and assistance on various legal protection issues, including Housing Land Property (HLP), Legal Identity, Civil Documentation, Residency, and Access to Services. The officer will supervise project implementation plans, draft progress reports, and ensure the quality of Legal Services provided by NRC and its partners. The position also requires contributing to the management of partners and consultants, drafting project documentation, and ensuring proper reporting and Data Management. The officer will play a key role in identifying and documenting rights violations and contributing to the development of ICLA programs.

Duties and Responsibilities:
The ICLA Technical Officer will be responsible for the following duties:
  • Conducting legal information, counselling, and assistance activities for project participants and stakeholders.
  • Supervising the implementation of project plans and drafting progress reports.
  • Providing guidance and support to ICLA project officers.
  • Ensuring the quality of legal information and assistance services.
  • Managing relationships with partners and consultants, including drafting documentation and monitoring performance.
  • Contributing to program development by identifying rights violations and proposing remedies.
  • Compiling narrative and statistical reports, ensuring data accuracy and regular monitoring.
  • Maintaining proper documentation and filing of project-related documents.
  • Performing any other tasks assigned by management.

Required Qualifications:
Candidates must possess a university degree in Law, International Law, or a relevant field. A master's degree in law, Human Rights, or a related field is considered an advantage. Additionally, candidates must be a member of the Palestinian Bar Association. The position requires a minimum of 3 years of experience in civil law matters, including housing, land, property, civil documentation, and employment issues, as well as significant protection experience in a humanitarian or recovery context. Demonstrable experience in negotiating with authorities and advocating for vulnerable beneficiaries is also required.

Educational Background:
The educational background required for this position includes a university degree in law, international law, or a related field. A master's degree in law, human rights, or any relevant field is advantageous. Membership in the Palestinian Bar Association is mandatory for applicants.

Experience:
The position requires a minimum of 3 years of relevant experience in civil law matters, particularly in areas such as housing, land, property, civil documentation, and employment issues. Candidates should also have significant experience in protection work, preferably within a humanitarian or recovery context. Experience in negotiating with authorities and advocating for the rights of vulnerable individuals is essential.

Languages:
Fluency in Arabic is mandatory, as it is the primary language of communication in Gaza. Proficiency in English is also required, as it is necessary for reporting and documentation purposes. Knowledge of additional languages may be considered an asset but is not mandatory.
