Job Overview:
The ICLA Project Officer position is focused on the daily implementation of the Information, Counselling, and Legal Assistance (ICLA) Programme activities in the Gaza Strip Area office. The role involves facilitating the provision of essential information and counseling to beneficiaries regarding their rights and entitlements. This includes conducting mobile visits for individual and group counseling, supporting beneficiaries in addressing their legal issues independently, and introducing the ICLA program through outreach activities. The officer will also provide referrals for issues that cannot be resolved independently and support workshops and training sessions aimed at Capacity Building for external stakeholders. The position requires collaboration with the ICLA Technical Officer and management to ensure effective program development and response to beneficiaries' needs.

Duties and Responsibilities:
The ICLA Project Officer will undertake a variety of responsibilities, including:
  • Facilitating the provision of basic information and counseling to beneficiaries through mobile visits.
  • Supporting and mobilizing beneficiaries to address their legal issues independently.
  • Introducing the ICLA program through outreach activities.
  • Providing referrals for issues that cannot be addressed independently.
  • Supporting workshops and training sessions for capacity building.
  • Contributing to the development of the ICLA program by identifying and documenting rights violations and proposing remedies.
  • Participating in monitoring and profiling exercises organized by NRC.
  • Conducting regular Monitoring and Evaluation of ICLA activities, including those by contingent workers.
  • Compiling narrative and statistical reports and ensuring data accuracy. 1
  • Ensuring proper documentation and filing of relevant documents. 1
  • Performing any other tasks as requested by the line manager.

Required Qualifications:
Candidates must possess a university degree in Law and be a member of the Palestinian Bar Association. Additionally, a minimum of 2 years of experience in civil law matters, particularly in housing, land, property, and civil documentation issues, as well as employment laws and procedures in Palestinian Law, is required. Significant protection experience, preferably in a humanitarian or recovery context, is also necessary. Advanced computer skills, particularly in Microsoft Word, Excel, PowerPoint, and Outlook, are essential. Proven skills in report writing and experience representing an organization in public forums are preferred.

Educational Background:
The educational requirement for this position is a university degree in law, which provides the foundational knowledge necessary for understanding legal frameworks and rights relevant to the beneficiaries served by the ICLA program.

Experience:
The position requires a minimum of 2 years of relevant experience in civil law matters, particularly focusing on housing, land, property, and civil documentation issues, as well as employment laws and procedures within the context of Palestinian Law. Experience in protection work, especially in humanitarian or recovery settings, is highly valued.

Languages:
Fluency in Arabic is mandatory, given the local context and the beneficiaries served. Proficiency in English is also beneficial, as it may be required for report writing and communication with international stakeholders.
