- The organization collaborates with national partners to deliver various Humanitarian Assistance programs, including Information, Counselling and Legal Assistance (ICLA), shelter, education, protection from violence, livelihoods, Food Security, and multi-purpose cash assistance. In North Ukraine, NRC operates in Kyiv, Chernihiv, and Sumy oblasts, providing legal aid and capacity-building initiatives to strengthen the legal protection response for internally displaced persons (IDPs) and conflict-affected individuals.
Job Overview:
The ICLA Project Manager is responsible for overseeing the ICLA intervention in North Ukraine, ensuring that projects are implemented in accordance with NRC's strategic objectives and standards. This role involves managing a team, overseeing project cycles, and building the capacity of staff and stakeholders. The Project Manager will work closely with national teams to prepare proposals and reports, monitor budgets, and ensure compliance with monitoring, evaluation, and learning (MEL) procedures. The position requires a proactive approach to identifying legal protection trends and needs, contributing to advocacy efforts, and coordinating with various stakeholders, including UN agencies and NGOs. The Project Manager will play a crucial role in consolidating the ICLA intervention and ensuring that the legal needs of displaced individuals are met effectively.
Duties and Responsibilities:
The ICLA Project Manager will be responsible for the following duties:
- Consolidate the ICLA intervention in North Ukraine, ensuring alignment with ICLA priorities, guidelines, and standards.
- Provide Capacity Building and coaching for ICLA staff to enhance their skills and effectiveness.
- Manage the overall implementation of ICLA projects in the North Area Office, ensuring adherence to budgets, logframes, and work plans.
- Support the preparation of technical, financial, and narrative proposals and reports related to ICLA projects in Coordination with the national team.
- Monitor budgets and maintain up-to-date spending plans to ensure financial accountability.
- Conduct quality assurance of legal service provision to ensure high standards of support.
- Ensure safe identification and referral of cases requiring specialized assistance.
- Ensure compliance with MEL procedures and requirements.
- Identify potential partners and develop partnerships with national organizations. 1
- Oversee capacity building activities targeting key stakeholders to enhance their understanding of legal protection issues. 1
- Manage ICLA data and ensure proper filing of documents. 1
- Liaise with the national team to incorporate guidelines and technical inputs into ICLA activities. 1
- Contribute to integrated programming with other NRC core competencies. 1
- Analyze legal protection trends, risks, and needs to inform programming. 1
- Stay updated on legal developments affecting project participants and stakeholders. 1
- Contribute to advocacy efforts on legal protection issues. 1
- Participate in relevant coordination forums and clusters, collaborating with key stakeholders, including UN agencies, INGOs, NGOs, and local authorities.
Required Qualifications:
The ideal candidate for the ICLA Project Manager position should possess the following qualifications:
- A minimum of 3 years of experience in similar roles, preferably within a humanitarian or recovery context.
- Demonstrated experience in the field of Law and forced displacement.
- Strong project cycle management skills, with a proven ability to oversee complex projects.
- Experience in team management, with the ability to lead and motivate staff effectively.
- Legal expertise is considered an asset for this role.
- Documented results related to the responsibilities of the position, showcasing successful project outcomes.
- Previous experience working in complex and volatile contexts, demonstrating adaptability and resilience.
- Strong leadership skills, with the ability to inspire and guide a team towards achieving objectives.
- Fluency in English, both written and verbal, is essential for effective communication.
Educational Background:
Candidates applying for the ICLA Project Manager position should have a relevant educational background, typically including a degree in law, social sciences, International Relations, or a related field. The ICLA Project Manager position is based in Kyiv, Ukraine, with a contract duration of 12 months. The role may require travel to field locations, estimated at 30% of the time. The salary and benefits will be determined according to NRC's grade 8 national scale for Ukraine.
