Job Overview:
The ICLA HLP Officer will play a crucial role in supporting the ICLA Coordinator and contributing to the implementation of the ICLA programme at the NRC Area North office. The position requires a passionate individual who is committed to helping refugees and those forced to flee. The officer will be responsible for ensuring adherence to NRC policies and guidelines, implementing delegated projects according to the action plan, and exploring new ways to assist beneficiaries. The role involves promoting the rights of internally displaced persons (IDPs) and returnees, maintaining collaboration with local authorities, and ensuring accountability to the communities served. The officer will also be tasked with preparing progress reports and performing other professional duties as assigned by the ICLA Coordinators and team leaders.

Duties and Responsibilities:
The ICLA HLP Officer will facilitate the provision of housing, land, and property (HLP) legal assistance, including the issuance of HLP title documents and documentation for beneficiaries of shelter rehabilitation and cash for rent. The officer will negotiate access to land and address disputes with landowners or local authorities to protect beneficiaries' rights. Responsibilities include reviewing legal frameworks governing HLP rights, compiling information on relevant laws and practices, and identifying challenges faced by IDPs and returnees in exercising their rights. The officer will conduct field visits to gather insights from beneficiaries and stakeholders, advocate for the recognition of HLP rights, and monitor evictions to ensure security of tenure. Additionally, the officer will support the HLP AoR Coordinator in logistics and meeting documentation, contribute to the development of ICLA strategies and funding proposals, and ensure quality program implementation in line with donor requirements.

Required Qualifications:
Candidates must possess a Bachelor of Law degree and must be called to the Nigerian Bar, allowing them to practice as a lawyer in Nigeria. A minimum of three years of experience as a lawyer, particularly in a humanitarian context, is required. Knowledge of laws and policies governing HLP issues and identity documentation is essential. Candidates should have excellent communication skills in English, both written and spoken, and fluency in one or more national/regional languages, preferably Hausa and Kanuri. Computer literacy in word processing and spreadsheets is required, and candidates must be able to work under pressure and as part of a team.

Educational Background:
The educational requirement for this position is a Bachelor of Law degree. Candidates must have been called to the Nigerian Bar, which qualifies them to practice law in Nigeria. Familiarity with international humanitarian and Human Rights law is also necessary for this role.

Experience:
The position requires a minimum of three years of experience practicing law, with a preference for candidates who have worked in Humanitarian Assistance. Experience in legal contexts related to housing, land, and property issues is particularly valuable. Candidates should demonstrate documented results related to the responsibilities of the position, showcasing their ability to navigate complex legal frameworks and provide effective assistance to vulnerable populations.

Languages:
Fluency in English is mandatory, both written and spoken. Additionally, proficiency in one or more of the national or regional languages, particularly Hausa and Kanuri, is considered advantageous for effective communication with local communities and stakeholders.

This position is based in Maiduguri, Borno State, Nigeria, and is open only to Nigerian nationals. The contract duration is for three months, with the possibility of renewal. The position is classified as Grade 5 in NRC's grading structure, and the reporting line is to the ICLA Coordinator.
