The position is open to South Sudanese nationals only

Housing, Land and property is a key protection theme in the South Sudan Protection Cluster, with land being an underlying cause of conflict in South Sudan as well as an essential element of durable solutions. It has close link with Security" id="link" class="link">Food Security, a major issue in the country, as well as CCCM, Shelter and other humanitarian sectors like WASH. To improve protection response, as well as a better prevention and mitigation of protection risks, investment is needed in Housing, Land and Property issues.
Role and responsibilitiesThe purpose of the HLP AOR Coordinator position is technical development of the HLP sector in South Sudan, strategic direction and Quality Assurance, develop/amending HLP AoR strategy as per country priorities and ensure Quality Control. The HLP AOR Coordinator will be the lead/chair of the HLP Area of Responsibility (AOR) under the Protection Cluster (PC) and is responsible for mentoring, training and Capacity Building of relevant stakeholders in South Sudan on HLP technical capacity.
The following is a brief description of the role.
Generic responsibilities (max 10)
Line management of CC project field staff Compliance with and adherence to NRC policies, guidance and procedures Develop/Amend the HLP strategy and technical guidance on HLP Contribute to Fundraising through developing and revising funding proposals, budgets and donor reports Identify trends, technical standards and donor priorities relating to HLP in South Sudan Follow up on compliance with contractual commitments within HLP, ensure high technical quality and synergies in Project Implementation Provide technical direction and project implementation support Ensure that key learnings are extracted from HLP implementation, and incorporate them in the HLP AoR Coordination fora Provide systematic training and build capacity of technical staff Represent the HLP AoR in relevant forums/clusters, including with national authorities and donors Promote the rights of IDPs/returnees in line with the Advocacy strategySpecific responsibilities
The strategic orientation of the Housing Land and Property AoR is defined for South SudanA written strategy for the HLP AoR for South Sudan is developed in line with the Protection cluster strategy The development of a work plan for the HLP AoR is developed Provide regular updates and receives support from the Global HLP AoR HLP AoR leads at the national and state level share a common understanding of the HLP AoR’s roles and responsibilities HLP AoR national coordination staff have a clear understanding and vision for their role within the TOR HLP AoR state-level coordination staff have strengthened coordination capacity HLP AoR leads at the national and state level, as well as their members have strengthened capacity on HLP issues
